Town Wide Landscaping III

The Town of Nantucket, through its Department of Public Works, invites qualified responders to submit bids for Town Wide Landscaping III. This Invitation for Bids is made in accordance with Massachusetts General Laws, Ch. 30B.

Background

The Town of Nantucket is located within the County of Nantucket. The Town functions under a Town Manager/Select Board form of government. The Select Board operates under a Charter and enacts policies intended to promote and enhance the general welfare of the Town. In addition to customary municipal operations, the Town operates a skilled nursing facility, a public school system, two wastewater treatment facilities, a housing department, and a solid waste facility.

The Town of Nantucket is located 30 miles off the south coast of Cape Cod. It was settled in 1659 and incorporated in 1671. The Town has an annual year-round population of approximately 18,000 and up to 65,000 seasonal residents. The island is 14 miles in length and 3 1/2 miles wide. Nantucket is comprised of residential, commercial, and large tracts of undeveloped land, including a state forest. Transportation routes include a busy airport, a thriving seaport, and a locally maintained road system which includes urban, suburban and rural road systems.

• Workers' Compensation —

  Workers' Compensation, covering the obligations of the CONTRACTOR in accordance with applicable Workers' Compensation or Benefits law.

• TASK 1: TOWN OF NANTUCKET PROPERTIES —

  Use of Battery Powered Leaf Blowers is required:

  As per Section 101-2(A)(2) of the Town Code states:  Commencing on December 1, 2020, the use of gas-powered leaf blowers at all times of the day on all days of the year, by any commercial landscaper, commercial landscape company, or other entity engaged in the business of providing home and yard repair, cleanup, and maintenance services for a fee shall be prohibited on a Town-wide basis.

  The Contractor shall complete mowing of all properties prior to Daffodil Weekend and perform a final mowing of all properties prior to Thanksgiving Day weekend.

  Contractor must follow all applicable Town of Nantucket fertilizer regulations and best management practices (BMPs).

  Service Period: April through November of each year.

   

  16 Broad Street - Town Building

  • Cutting and trimming the grass around the entire Town Building on a weekly basis from April through November of every calendar year; including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Town Manager/Parks Manager.
  • Edging, weeding and mulching beds as necessary, but at least twice (2x) seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.
  • Fertilizing the grounds, shrubbery, and plantings around the entire Town Building as needed, but at least as follows: fertilize shrubs and plants at least once (1x), in early spring; fertilize grass areas three (3) times (early spring, June, and early fall).
  • Rake and remove leaves around entire Town Building as needed in the fall.
  • Coordinate with Irrigation Contractor as to the need for irrigation system repairs or modifications to ensure even and healthy grass/plant growth and appearance.

   

  1 East Chestnut Street

  • Edging, weeding, mulching, fertilizing the flower bed and surrounding shrubs as necessary but at least two (2) times seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.

   

  20 South Water Street

  • Cutting and trimming grass alongside the building on a weekly basis from April through November of every calendar year; including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Town Manager/Parks Manager.

   

  25 Federal Street - Visitor Services Building & Veterans' Memorial Park

  • Edging, weeding, mulching, fertilizing, and trimming the shrubbery and plants in the Veterans' Park as necessary, but at least two (2) times seasonally. The Veterans' Park should be kept looking neat, orderly, and free of litter at all times. 

   

  Civil War Monument - Upper Main Street

  • Maintenance only, including weeding, mulching, and fertilizing for overall continuous neat appearance. For this item only, the Contractor does not provide plants.

   

  37 Washington Street – Finance Department, Parking Lot Areas, and Park

  • Cutting and trimming the grass around the building on a weekly basis from April through November of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Edging, weeding, and mulching beds as necessary, but at least twice (2x) seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.
  • Fertilizing the grounds, shrubbery, and plantings around the entire building as needed, but at least as follows: fertilize shrubs and plants at least once (1x), early spring; fertilize grass areas three (3) times (early spring, June, and early fall).

  5 Ames Street

  • Cutting and trimming the grass around the building on a bi-weekly basis from April through November of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Edging, weeding, and mulching beds as necessary, but at least twice (2x) seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.

• Commercial General Liability —

  Commercial General Liability Insurance on an occurrence basis with a combined single limit of not less than $1 million.  Coverage is to include premises and operations, coverage for liability of subcontractors.  The policy shall contain an endorsement stating that the aggregate limits will apply separately to the work being performed under this Agreement. 

• TASK 2: TOWN CEMETERIES —

  Use of Battery Powered Leaf Blowers is required:

  As per Section 101-2(A)(2) of the Town Code states:  Commencing on December 1, 2020, the use of gas-powered leaf blowers at all times of the day on all days of the year, by any commercial landscaper, commercial landscape company, or other entity engaged in the business of providing home and yard repair, cleanup, and maintenance services for a fee shall be prohibited on a Town-wide basis.

  The Contractor shall complete mowing of all properties prior to Daffodil Weekend and perform a final mowing of all properties prior to Veterans Day weekend.

  Service Period: April through November 11 of each year.

   

   

  SERVICE: The following services should be done for each cemetery location:

   

  • Mowing and Trimming: as needed to keep lawn height between 3” - 3 ½"; trimming on the same schedule every three (3) weeks. However, all Cemeteries should be mowed and trimmed the week of the following holidays Memorial Day, Mother’s Day, Father’s Day, 4^th of July, Labor Day, Veterans Day.
  • Fall Clean-Up: raking and removal of leaves from entire cemetery as needed in the fall.

   

  Contractor shall email a weekly service completion report and schedule for the following week to the DPW Parks Manager no later than Sunday of each week throughout the contract period.

   

  Town Cemetery Locations:

  1. Old North Cemetery - 26 New Lane (West Side of New Lane)
  2. New North Cemetery - 27 New Lane (East Side of New Lane)
  3. Newtown Cemetery - 46 Sparks Avenue
  4. Historic Coloured Cemetery – 7 Vesper Lane/North Mill Street (Off Prospect Street, behind Mill Hill Park)
  5. Old Polpis Cemetery - 264 Polpis Road
  6. Quaker Cemetery - 1 Quaker Road & Madaket Road
  7. Founders Cemetery - 202 Cliff Road

• TASK 3: TOWN PARKS —

  Use of Battery Powered Leaf Blowers is required:

  In addition to the schedule below, ALL parks should be mowed/trimmed prior to holiday weekends.

  Contractor must follow all applicable Town of Nantucket fertilizer regulations and best management practices (BMPs).

  Service Period: April through October of each year.

   

  15 Harborview Way - Children’s Beach Concession Building & Park

  • Cutting and trimming the grass around the entire property, including the fence line, on a weekly basis from May 1 through October of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½"; trimming on the same schedule.
  • Fertilizing the park grounds, as needed, but at least as follows: fertilize grass areas three (3) times per year (early spring, June, and early fall). Lime application in the fall.
  • Lawn area should be aerated and overseeded in the fall of each year. 
  • Mulch the three-foot (3’) rings around the twenty-five (25) trees along the perimeter of the lawn and three (3) trees near the Visitor Services Building. Maintain edging, weeding and mulching once (1x) more during the season. 

   

  4 Bathing Beach Road – Jetties Beach, Building by Tennis Courts

  • Cutting and trimming the grass around the entire property, including the exterior of the tennis court fence line on a weekly basis from May 1 through October of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • At least once (1x) monthly weed the gravel strip between the tennis court and parking lot.
  • Once (1x) weekly clearing of shells from court surface.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.
  • Fertilizing grounds, as needed, but at least as follows: fertilize grass areas three (3) times (early spring, June, and early fall).
  • Coordinate with Irrigation Contractor as to the need for irrigation system repairs or modifications to ensure even and healthy grass/plant growth and appearance.

   

  Lincoln Avenue - Lincoln Circle/Steps Beach

  • Cutting and trimming the grass around the entire property, including the fence line, on a bi-weekly basis from May 1 through October of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.

   

  Easton Street & Hulbert Avenue - Brant Point Circle

  • Cutting and trimming the grass around the entire property, including the fence line, on a bi-weekly basis from May 1 through October of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.

   

  43 Essex Road - Winter Park

  • Cutting and trimming the grass around the entire property, including the fence line, on a weekly basis from May 1 through October of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.
  • Fertilizing the park grounds, as needed, but at least as follows: fertilize grass areas three (3) times (early spring, June and early fall) 

   

  6 Backus Lane – Skate Park

  • Mowing and trimming the grass strip between Backus Lane and the parking area, the area in front of the Skate Park entrance, including weed whacking the fence line across the front of the entrance, on a bi-weekly basis from May 1 through October, including cutting and trimming prior to and following those dates if necessary, as determined jointly by the Contractor and Parks Manager.

   

  48 Cliff Road – Coffin Park

  • Cutting and trimming the grass around the entire property, including the fence line, on a bi-weekly basis from May 1 through October, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.
  • Do not forget the Grass Clearings, to the east side of the property behind 34 Cliff Road and to the southwest side behind 4 Piccadilly Road. 
  • Trimming of the Hedge along the Cliff Road Something Natural Driveway Corner at least once (1x) during the contract time period.

   

    Milestone Rotary Bike Park & Coffin Memorial Rotary  

  • Cutting and trimming the grass around the rotary, triangle grass areas near cross walks, and fenced bike park area, including weed whacking the fence line, on a bi-weekly basis from May 1 through October, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.

   

  Sparks Avenue / Pleasant Street Rotary

  • Cutting and trimming the grass around the rotary and triangle grass areas near cross walks, on a bi-weekly basis from May 1 through October, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Mowing/trimming as needed to keep lawn height between 3” - 3 ½", trimming on the same schedule.

   

• Automobile Liability Insurance —

  Automobile Liability Insurance of not less than $1 million combined single limit covering owned, hired and non-hired vehicle use.

• TASK 4: NANTUCKET HOUSING TRUST PROPERTIES —

  Contractor must follow all applicable Town of Nantucket fertilizer regulations and best management practices (BMPs). 

  Service Period: April through November of each year.

   

  8A & 8C Thirty Acres

  • Cutting and trimming the grass around the building on a bi-weekly basis from April through November of every calendar year, including cutting and trimming prior to and following those dates, if necessary, as determined jointly by the Contractor and Parks Manager.
  • Edging, weeding, and mulching beds as necessary, but at least twice (2x) seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.

  • Edging, weeding, and mulching beds as necessary, but at least twice (2x) seasonally.
  • Keeping shrubs and plants pruned as needed to maintain neat appearance.

Submission Requirements

• Tax Compliance and Non-Collusion Form (required) —

  Please download the below documents, complete, and upload.  FAILURE TO SIGN AND UPLOAD BOTH FORMS WILL DISQUALIFY THE SUBMISSION PER MASSACHUSETTS GENERAL LAWS. 

• Proof of Insurance (required) —

  Insurance Required: Bidder shall obtain and maintain at its expense and from insurance companies of a Best Rating of A or better, which are licensed to do business in the Commonwealth of Massachusetts, insurance as set forth below.

  Please upload your proof of insurance.

• References (required) —

  Bidder must provide a complete list of municipal customers who it provided services in the past three (3) years. Reference information must include Company/Government Name, Contact Person, Current Phone Number, Email Address and Dates of Service.

  Poor References may be a basis for determining that a bidder is not responsible.

• Fertilizer - Best Management Practices (required) —

  The undersigned Bidder hereby acknowledges receipt of the Best Management Practices for Fertilizer Use on Nantucket Island found under Exhibit B and has familiarized himself or herself with the legal requirements related to fertilizer use and application on Nantucket Island and agrees to follow these requirements to the best of his or her ability.

• Fertilizer License (required) —

  Bidders should provide proof of valid fertilizer licenses held by all individuals who may be applying fertilizer as part of this contract.  Proof of successful completion of the requirements to be licensed will be accepted, provided no fertilizer will be applied until proof of licensure is provided to the Town.  Bidders who do not have a fertilizer license must provide a written intent to obtain a Fertilizer License when the class is made available through the Town of Nantucket's Natural Resources Department.  

• Signature Page from the Town's Contract (required) —

  Signature page from the Town's contract, signed by an authorized individual as a good faith statement that the Contractor is willing to enter into the Town's standard contract form.  Please see Sample Agreement in ATTACHMENT A.

• BID RESPONSE FORM (required) —

  Please download the below Bid Response Form, complete, and upload.  FAILURE TO COMPLETE, SIGN AND UPLOAD THIS FORM WILL DISQUALIFY THE SUBMISSION PER MASSACHUSETTS GENERAL LAWS. 

• W9 Form Request —

  Please upload a completed W-9 Form if you have not worked with the Town of Nantucket in the past. The W-9 will be used to set up the Contractor as a Vendor for the Town of Nantucket.
