    (16) - Capital Program Management Staff Augmentation (Staff Augmentation H-1 Level B, T-1 Level A & B-1 Level B) Questions and Answers: Question 1: Given that there will be an SBE set aside selection, can the prequalification be revised from Level B for H-1 and B-1 to level A since the higher levels are for more complex assignments typically done by larger firms? Also, the nature of assignments may not involve the complexities associated with the level B designation. Should these complexities arise and since this is a pool selection, more complex assignments can go to the firms with those prequalifications. Answer 1: NJDOT agrees with the recommendation to revise the prequalification requirement from Level B to Level A for H‑1 and B‑1. __________________________________________________ Question 2: The solicitation states that there are four (4) SBE selections for this TP. For the SBE selections, the goal is 100% SBE. Does this mean that the proposing firm and all proposed subconsultants need to be SBE certified firms, or is it sufficient for only the prime proposing firm to be SBE certified? Answer 2: The 100% SBE goal applies to the prime contracting opportunity, ensuring that the lead firm is a certified Small Business Enterprise.
