    The City of Pasadena Department of Transportation is seeking professional services for on-call traffic data collection for traffic studies conducted at various locations throughout the City. The majority of the counts will be average daily traffic (ADT), speed counts, ADT approach counts, turning movement traffic counts which will include bicycle and pedestrian count data. Additional services will be requested on an as needed basis.

      Points will be assigned based on Ease of Use; Mobile Capability/Support; Data Queries and Reporting; Support and Maintenance; Integration with existing systems; Training and Documentation; Software and Workflow Requirements.

    • Product Demonstration (10 pts)

      Points will be assigned based on how effectively and efficiently the product can fulfill the requirements in the SCOPE OF WORK. The demonstration will be scored based on it's ability to successfully demo a Script of agreed upon items including but not limited to: System overview; Menus; Features; System navigation; Customization capabilities; Reports; Security features; and Support.

    • Proposed Solution (10 pts)

      Points will be assigned for “Functional and Technical Merit” based on the capability of the proposer to satisfy the City requirements identified in the SCOPE OF WORK and as delineated. Points will be assigned for “Completeness of Proposed Solution” based on the vendor submitting a proposal that follows the guidelines specified in the SCOPE OF WORK.

    • Cost Proposal (25 pts)

      Points will be assigned based on a “Ratio Method.” The proposer’s cost must include the delivery of the proposed solutions, as well as any recurring costs (if any) as delineated in the Scope of Work and the PRICE PROPOSAL.

      With this method, the proposal with the lowest cost receives the maximum points allowed. All other proposals receive a percentage of the points available based on their cost relationship to the lowest price. This is determined by applying the following formula:

      Lowest Price / Evaluated Price X maximum points available = Awarded Points

      Example: The cost for the lowest proposal is $100,000. The next lowest proposal has a cost of $125,000. The total points available for cost = 30 points.

      ( $100,000 / $125,000 ) X 30 = 24 points

    • Experience and References (15 pts)

      Points will be assigned for “Experience with Projects of this Size and Scope in an Agency of Similar Size” based on a vendor’s previous experience with municipal agencies, as delineated in the SCOPE OF WORK, and CLIENT REFERENCES. Relevant experience, and technical expertise of the Consultant to perform the work will be evaluated by city staff familiar with traffic data collection services and best practices. Points will be assigned based on references that named professionals, are responsive to requests for analyses and information, have met or exceeded all performance expectations, and would be contracted with again. Nature and quality of completed work for other governmental agencies will be assigned more points.

    • Local Pasadena Business (5 pts)

      To be awarded a 5 point preference for this category, the proposer must have an official business address within the City of Pasadena at the time that this RFP is posted on the City’s Website.

      PRICE PROPOSAL shall be submitted in this upload apart from the proposal.

      1. Specifies, at a minimum, the level of effort and hourly rate for Proposer’s key personnel/project position and a detailed breakdown of fees for each sub-consultant as an attachment.
      2. Estimated reimbursable cost schedules shall depict only those expenditures that are exclusive to and in support of the Project scope of services. The proposed estimated reimbursable cost schedule shall include a detailed listable of reimbursables.

      A contract will not be awarded to a consultant without an adequate financial management and accounting system as required by 48 CFR Part 31 and 2 CFR Part 200.

      Each Proposer must submit a PRICE Proposal containing all costs associated with the technical proposal. Using the attached Price Proposal in this RFP, provide Proposer’s lump-sum price for performing all services and work called for in the SCOPE OF WORK. The Proposer’s lump-sum price shall include, without limitation:

      1. all designs, equipment, materials, labor, insurance and bond premiums, home office, jobsite, and other overhead, profit and services relating to the Proposer’s performance of its obligations under the Contract (including all work, equipment, materials, labor, and services provided by subcontractors and intellectual property rights necessary to perform the work);
      2. performance of each and every portion of the work
      3. all costs of obtaining Government approvals other than Government approvals that are the responsibility of the City of Pasadena;
      4. all costs of compliance with Government rules, except to the extent such compliance is the responsibility of the City of Pasadena;
      5. all taxes, duties, permits, and other fees or royalties incident to the performance of the SCOPE OF WORK;
      6. payment of all salaries, wages, benefits, and expenses of the Proposer’s employees;
      7. compensation for all risks, liabilities, and contingencies assigned to the Proposer; and
      8. all other costs needed or incurred to complete the Project.

    Q (Prevailing Wages): The sample agreement references submission of certified payroll records; however, it is unclear whether prevailing wage provisions are intended to apply to the scope of traffic data collection services outlined in the RFP. Could you please confirm whether prevailing wages are required for this project?

    A: Yes, prevailing wages are required.


    Q (No subject): For pricing in Line Item 2: Is it going to be each approach and on average is it 4 approaches per intersection?

    A: For approach counts, pricing should be per intersection. On average, 60% of intersections have 4 approaches while the remaining 40% have 3 approaches. Unusual locations that have more than 4 approaches can be priced out on a case by case basis.


    Q (No subject): In pricing 5a: Please clarify if this is per hour or per intersection

    A: Pricing should reflect per hour, per intersection.


    Q (No subject): In pricing 5b: Is left turn delay a left turn on red for a one-way street or is it someone making a left on a green but waiting for traffic to clear so it is safe to do so?

    A: A left turn delay study is a count for vehicles queued attempting to making a left on a green ball and how many successfully were able to make the turn and how many were unable to complete the turn and have to wait for the next cycle.


    Q (No subject): In pricing 5c: Do we need to see the license plates or do we just need to identify how long a car was in a parking stall?

    A: No, we do not need to see or have records of license plates. Yes, we need the length of time a vehicle was parked in a stall and the time for that stall to be reoccupied.


    Q (No subject): In pricing 5d: Is it per hour or per location?

    A: Pricing should be per hour. Traffic Camera Studies will be special studies made upon request as an addition to the base price for any given count. Example: (Count Base Price) + (Camera Study per hour add-on). Unusual locations that have more than 4 approaches can be priced out on a case by case basis.


    Q (No subject): In pricing 6: Can you clarify what any counts could be? Different count types require different setup times, processing costs, etc.?

    A: Any counts could be all counts listed on price proposal, i.e. ADT, Speed, Approach, etc. The "Cost of Traffic Camera Recording" refers to any cost associated with processing cost. Cost associated with different setups times should be including in pricing for Line Item 5d: Special Study: Cost of Traffic Camera Study per hour without any counts.


    Q (No subject): Page 45, Section J, what is the minimum count order expected at any given time? Are we getting all counts at one time or is this broken up into multiple count orders?

    A: Count request will be broken up into multiple orders on an as needed basis. Order sizes will vary and may consist of 1-15 counts at any given time. Contract is for on call count data collection to be schedule & completed within 2-weeks after count request has been submitted to vendor. It is expected that the vendor will conduct count collection every 1-2 weeks.


    Q (No subject): Is it possible for the entire season's work to be performed at one time as we have the capacity to do so?

    A: No, we do not have a set amount of work to be collected for an entire year. Work comes in on an as needed basis at various locations throughout the city. Outside of a few projects where we collect the same data yearly, expect all work to be new and varied.


    Q (No subject): May cameras instead of tubes be used for all machine traffic counts?

    A: Yes, but vendor will need to demonstrate accuracy of camera system for speed counts.


    Q (No subject): Page 20, Scope of Work, Special Counts, B. Left-turn delay study – How long is the average period of collection? 2 hours?

    A: For the left turn delay study, the average is 4 hours total. 2 hours in the AM peak and 2 in the PM peak. Studies are usually requested in time ranges of 4, 6, or 8 hours with the specific times listed with the request.


    Q (No subject): Price Proposal Sheet/Table, Line Items 1 & 2 – Are the counts volume only or is classification needed?

    A: For Line Items 1 & 2, mid-block & approach counts, yes volume only is needed. Volume per 15 minute interval and volume totals per approach, needs to be listed on data sheet. No vehicle classification is needed.


    Q (No subject): Price Proposal Sheet/Table, Line Items 5a-6/7-11 – Please clarify the units. While the price sheet’s units are per intersection/block/location, the table online has units of hours.

    A: The two units are there to represent the cost per hour, per location. For example Line Item 5a unit price should represent 1 hour of ped & bike at 1 intersection.
