    Frederick County, Maryland (the “County”) is seeking proposals from qualified firms (the “Contractor”) for the provision of Transportation Engineering Services on an Indefinite Delivery Quantity basis in accordance with the terms, conditions and specifications of this solicitation.

    Background

    The Planning and Permitting Division (DPP) includes the Departments of Development Review and Planning and Permits and Inspections. The County’s PPD is currently administered by a staff of nearly 70. The PPD, at its discretion, will use this contract to assist department staff when the workload is highly specialized or become too great, emergency situations arise, etc. Work may also be performed for the Public Works Division (DPW). All references to DPP may apply to management by the DPW,

    • Work Proposal (25 pts)

      This document shall be clearly titled “Work Proposal” on each page of the section.  Each page shall also have the Contractor’s name and be numbered either as an individual section or as a part of the whole.  The section shall contain the Contractor’s full understanding of the County’s needs as stated herein.  The section shall contain the Contractor’s full understanding of the County’s needs, a brief history of the Contractor, and details of why the Contractor feels that they are eligible and best suited to work with the County if awarded

    • Qualification of Contractor (25 pts)

      This document shall be clearly titled “Qualification of Contractor” on each page of the section.  Each page shall also have the Contractor’s name and be numbered either as an individual section or as a part of the whole.  This document shall contain qualifications and technical competence of the Contractor and staff.  Included shall be a statement describing the Contractor’s background information, history, resources, and track record of such projects, as well as resumes for key staff.

    • References for Similar Projects (25 pts)

      This document shall be clearly titled “References” on each page of the section.  Each page shall also have the Contractor’s name and be numbered either as an individual section or as a part of the whole.  Contractor must submit a minimum of three (3) References for projects of a similar size scope and complexity that the Contractor has completed within the last five (5) years shall be outlined in this section.  References must contain a project description, duration of project until completed, total cost of the project, how many change orders and cost of change orders, contact information including name, phone number and email address. This document shall address the Contractor’s competence and expertise in projects of similar scope and size.

    • Price Proposal (5 pts)

      The second step of evaluation will be examination of the price proposal.  Price proposals shall be submitted on the Price Proposal Cover Page and shall be in a separate, sealed envelope.

    • Presentation and Interview (20 pts)

      After identifying the short list of the most qualified Contractor(s) based on the evaluation criteria, representative(s) may be required to clarify proposals by making individual presentations in an interview with the evaluation committee.
