ADVERTISEMENT FOR EXECUTIVE MEP ENGINEER UCLA Health requests a written response to this Request for Qualifications (RFQ) to select up to four Executive Mechanical, Electrical, and Plumbing (MEP) Engineering firms to design a series of projects identified in the UCLA Health Facilities Equipment Replacement Master Plan (Project # CP1680). UCLA Health is anticipating the need for multiple individual building infrastructure equipment replacement projects within various University-owned Acute Care (OSHPD 1), Ambulatory Care (OSHPD 3), and other non-OSHPD facilities at the UCLA Westwood, Santa Monica Health, and West Valley campuses, and other OSHPD 1, OSHPD 3, and/or non-OSHPD UCLA Health facilities. The buildings included in this RFQ, but not limited to, are as follows: A. Westwood a) Acute Care (OSHPD 1) - Ronald Reagan UCLA Medical Center (RRUMC) b) Ambulatory Care (OSHPD 3) - Peter Morton Medical Building (MP200), Wendy and Leonard Goldberg Medical Building (MP300), and Edie and Lew Wasserman Building B. Santa Monica a) Acute Care (OSHPD 1) - Santa Monica UCLA Medical Center (SMUMC) b) Ambulatory Care (OSHPD 3) - Santa Monica Medical Office Building (SMMOB) C. West Valley a) Acute Care (OSHPD1) - UCLA West Valley Medical Center (UWVMC) b) Ambulatory Care (OSHPD 3) - MRI Center, Advanced Wound Care Center, and Acute Surgery Center D. Other Non-OSHPD Health Owned Buildings Projects initiated under this RFQ will be funded between January 2026 and December 2029, located in one of the above-listed buildings and other buildings of UCLA Health facilities. They will have project scopes that include the replacement of facility infrastructure equipment. UCLA Health reserves the right to assign projects based on the best alignment of each MEP Engineering firm's qualifications, relevant experience, and available staffing to support each specific proposed project scope and scheduling requirements. The construction cost for this series of infrastructure equipment replacement projects has not yet been determined and will be defined by the scope of work and phasing requirements for each project. Each project scope of work may be executed through several phased and separate incremental projects. The anticipated project cost range may be between approximately $500K-$10M per individual project, with an expected total cost for the entire master plan scope of work being between $5M-$50M per fiscal year. The University may select up to four Executive MEP Engineer(s) based on qualifications submitted in response to this RFQ. UCLA will select the Executive MEP Engineer(s) based on qualifications in response to this RFQ. Candidate firms may submit for one project site (Group A, Group B, Group C, or Group D) or multiple sites. Candidates do not need to submit separate sets of booklets if submitting for multiple sites. Candidates may use the same submittal for all sites, provided the Health Campus of interest is correctly identified in the cover letter, and all submittal requirements are met. The selection committee will base its review of the Executive MEP Engineers' submitted proposals and selection on the identified Selection Criteria (Attachment A). The University may select one or more firms for each Health campus and/or individual Health campus building. The final selection and appointment of the Executive MEP Engineer is contingent upon project approval by the UC Board of Regents or their delegated authority. This RFQ is for complete design services. However, the University reserves the right to defer negotiations for services other than pre-design studies until the completion of the pre-design phase. The selection committee will base its review of the Executive MEP Engineer's submitted proposals and selection on the identified Selection Criteria (Attachment A). This RFQ is for full design services comprising essential MEP engineering, architecture, and infrastructure design and planning. The services include schematic design, design development, construction documents, cost estimates, assistance during the bid/award phases, construction administration, record-keeping, and project closeout.
