Notice is hereby given that the City of Forest Grove (“City”) is requesting Bids for the construction of a new universally accessible inclusive playground. The City desires to enter into a construction contract with a qualified contractor who can demonstrate competency and experience in park construction municipal parks.
Invitation to Bid documents are available by contacting Anne Lane, Parks and Recreation Director, City of Forest Grove, at (503) 992-3238, or e-mail: alane@forestgrove-or.gov. Copies may also be obtained at the Aquatic Center, 2300 Sunset Drive, Forest Grove, OR 97116, Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. There is no charge for the documents.
Bid Documents:
Bid documents can also be downloaded from the City of Forest Grove’s e-Procurement Portal (“Portal”): https://procurement.opengov.com/portal/forestgrove-or. The Portal maintains and displays the current “plan holders list” under the Followers tab.
Bids will only be received electronically via the City's e-Procurement Portal ("Portal") until the BID CLOSING time, 10:00 am local time on Thursday, March 26, 2026. The Portal system will automatically unseal bids at 12:00 PM (noon) local time, Thursday, March 26, 2026. Bid vetting will be conducted and results confirmed before awarded. All interested parties are invited to attend.
Bids Must Contain:
• A residency statement as defined in ORS 279C.365. Provide a written statement on bidder’s own form (e.g. company signed letter/head).
• A bid bond on the City’s Bid Guaranty form, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, certified check, or cashier's check, of at least ten percent (10%) of the total bid.
• Confirmation that bidder will comply with the statement in the Bid Proposal regarding compliance with the provisions of ORS 279C.840 or 40 U.S.C. 276a "Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage".
Any bid may be rejected by the City for non-compliance with prescribed public bidding procedures and requirements, or for good cause, upon a finding that it is in the public interest to do so.
The City reserves the right, but is not obligated, to waive any irregularities or informalities in its sole and absolute discretion.
The City does not intend to pre-qualify any bidders for this project. All bids submitted for this project will be considered provided they meet the criteria set forth in the bid documents with respect to submission in a timely manner, bonding, and all other applicable requirements. However, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractor’s Board list of contractors ineligible to receive public works contracts.
Bidders:
Bidders are solely responsible for ensuring actual receipt of the bid by the City of Forest Grove at the place and time designated. Late bids are unable to be entered into the system.
Bidders must conform to the requirements of these bid documents and related, applicable laws.
Bidders shall be solely responsible to check for and download all addenda, if any, from the City Portal prior to bidding. Bidders who "Follow" the project and are listed under the Followers list will receive automatic email alerts when addenda or notices are issued by the City.
Contractor, its subcontractors, if any, and all employers working under the Contract are subject to employers under the Oregon Workers’ Compensation Law and shall comply with ORS 656.017, which requires them to provide worker’s compensation coverage for all their subject workers.
Bidders must sign all Bid Forms, and in doing so, agree to comply with the provisions of ORS 279C.840 or 40 U.S.C. 276a “Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage”.
Contractor and all subcontractors must be registered with the Oregon Construction Contractors Board (in compliance with ORS 701.055) and/or the Landscape Contractors Board, 700 Summer Street, NE, Suite #300, Salem, Oregon 97310-0151 (503) 378-4621 (in compliance with ORS 671) prior to bid opening.
Licensing per ORS 468A.720 (working with asbestos) is not required for this project.
The City:

Form of Proposal:
All vendors must accept the terms included with this Request for Bid as part of the contract. If a proposer is exempt from a particular term sure to a statutory or regulatory exception or exemption, whether the exception or exemption applies to the contract matter, the type of work, or the vendor, the vendor will be considered to have met the requirements of that term.
Award shall be made only to responsible contractors that possess the potential ability to perform successfully under the terms and conditions of the contract. Consideration shall be given to contractor integrity, compliance with public policy, record of past performance, and financial and technical resources.
