New York State Energy Research and Development Authority (NYSERDA) is accepting applications from New York State (NYS) building owners, managers, or operators of multifamily buildings located in climate zones 5 and 6. Approved applicants will be qualified to host field demonstrations of Packaged Terminal Heat Pumps (PTHPs) through the Clean Heat for All: Room Heat Pump Program (“Program”). This RFQL works in conjunction with NYSERDA PON 5907, and allows awarded manufacturers to select Qualified Demonstration Sites to partner with in planning and implementing PTHP field demonstration projects beginning by the 2026 heating season (October/November 2026). If changes are made to this solicitation notification will be posted on NYSERDA’s website at: www.nyserda.ny.gov/funding-opportunities Eligibility/Qualifications Requirements/Preferences: Minimum Demonstration Site Criteria : - Multifamily or Mixed-Use buildings in New York State climate zones 5 & 6, with 5 or more consistently occupied dwelling units. - Through-wall openings suitable for PTHP installation - Must meet the dimension constraints defined in either Category 1, 2, or 3 of PON 5907. - Available for field demonstration projects to begin no later than Winter 2026 - Commitment stating that for dwellings that meet NYSERDA’s definition of Affordable Housing, the implementation of a PTHP demonstration will not result in the shifting of heating costs from landlord to tenant. - If field demonstration will result in heating cost shifting, please outline your plan to offset this cost shift for affected tenants.
