    Description

    The City of Hollywood, FL (City) is actively seeking qualified, experienced, and licensed firm(s) to provide Engineering Consulting services.

    The following includes the Engineering Disciplines and types of projects that may be awarded:

    A.    Coastal and Marine Engineering: Seawall evaluation, Seawall repair and construction, marina evaluation, repairs, reconstruction, mooring fields, beach sand nourishment, dune plantings and construction.

    B.   Civil Engineering General: Site work, drainage, park improvements.

    C.    Civil Engineering Roadway: Roadway improvement project survey, planning, design, permitting, bidding, and construction phase services for projects funded by the City, Broward County MPO, MPO, FDOT or FTA or Local Agency Program, Broward County Surtax funded projects and any other funding source that requires the execution of agency specific agreement conditions and reporting.

    D.    Traffic Engineering & Transportation Planning: Traffic calming, traffic signal, warrant studies, planning traffic studies, speed studies, safety improvements as well as reviewing & analyzing development related traffic studies. (Proposers for this work must provide documentation ensuring no conflict of interest with any (past, present and future) Hollywood developer).  

    E.   Environmental Engineering: Phase 1, Phase II, RAC, asbestos, mold, monitoring well drilling, sampling, reports, studies, recommendations, design, inspection services.

    F.   Construction Engineering Inspections: Roadway improvement project CEI services for projects funded by the City, Broward County MPO, FDOT or FTA or Local Agency Program, Broward County Surtax funded projects  and any other funding source that requires the execution of agency specific agreement conditions, grant compliance and reporting.

    G.   Geotechnical, Surveying General, Materials Testing, GPA & GPRS Locating Services, Envelope, Waterprofing, Special and Threshold Inspection Services: All types.

    H.   Mechanical, Electrical, Plumbing Engineering: Facility renovations, repairs, improvements, evaluations, public roadways lighting studies, evaluations and design, 40 year certification.

    I.    Structural Engineering: Facility renovations, repairs, improvements, evaluations, 40 year certification

    J.   Information Technology, Fire Alarm Engineering, Access Control, CCTV: Voice, data, fiber, DAS, access management, CCTV, audio visual, radio system, public safety technology

    Background

    The following described scope of services will apply to new development or redevelopment projects. Most projects under this Continuing Contract will require individual negotiations for the project scope of services and deliverables. The Consultant agrees to provide complete Engineering  design services negotiated or set forth in the five phases enumerated hereinafter and in the Florida Building Code, the City of Hollywood, Florida, Code of Ordinances, Florida Department of Transportation, Federal and State regulations and Broward County requirements; including all required sub consultants for the delivery of the specific project assignment.  

    On projects for which the City has contracted with a Construction Manager, the Consultant shall work in conjunction with the CM to establish goals and produce Construction Documents which meet the City's objectives and budget, noting that the CM shall provide and update the cost estimate and construction schedule as required.

    Evaluation Criteria

    • Firms Qualification and Experience (25 pts)

      Respondents are to submit a complete information and documentation that demonstrates their ability to satisfy all of the minimum qualifications and scope of service requirements. Indicate the firm’s number of years of experience in providing the professional services as it relates to the work contemplated. Provide details of past projects for agencies of similar size and scope, including information on your firm’s ability to meet time and budget requirements. Indicate business structure, IE: Corp., Partnership, and LLC. Firm should be registered as a legal entity in the State of Florida; Minority or Woman owned Business (if applicable); Company address, phone number, fax number, E-Mail address, web site, contact person(s), etc. Relative size of the firm, including management, technical and support staff; licenses and any other pertinent information shall be submitted.

       

      For each discipline selected to be performed by the Consultant, Consultant shall submit proof of experience for a minimum of three (3) projects of similar scope and scale (or larger) and shall, for each project listed, identify location; dates of construction; project name and overall scope; scope of work that was self-performed by Consultant; and client’s name, address, telephone number and e-mail address.

    • Organizational Profile and Project Team Qualifications (25 pts)

      This section shall include a detailed profile of the organization and identify the project team. Providing this information on an organizational chart is recommended. This section shall also include resumes of the project team. Lastly include details of how each project team member will contribute to the project, in what capacity, and the level of involvement and their expertise. Provide a comprehensive summary of the experience and qualifications of the individual(s) who will be selected to serve as the project manager(s) for the City.

    • Approach and Methodology (25 pts)

      Provide in concise narrative form, your understanding of the City's needs, goals and objectives as they relate to the project as described in the scope of services, and your overall approach to accomplishing the project.  Give an overview on your proposed vision, ideas and methodology. Describe your proposed approach to the scope of work. Also provide information on your firm’s current workload and how this contract will fit into your workload.  Describe available facilities, technological capabilities and other available resources you offer for the project. 

      Provide an overview of your understanding of the City’s vulnerability to the effects of climate change and sea level rise and your goal to address resiliency through projects assigned to your firm, if applicable to the disciplines of engineering services that you’re responding to.

             

    • Past Performance and References (15 pts)

      Provide at least three (3) references, preferably government agencies, for projects with similar scope as listed in this RFQ.  Information should include:

      • Client Name, address, contact person telephone and current E-mail addresses (E-mail will be primary means of contact).
      • Description of work.
      • Date project began and completion date. (List whether it was on time and on budget)
      • Beginning and ending project budget.
      • Number of amendments and change orders.
      • List any stop work orders and reasons.

    • Certifications Regarding Debarment, Suspension and Other Responsibility Matters (required)

      The applicant certifies that it and its principals:

      Are not presently debarred, suspended, proposed for debarment, declared ineligible, sentenced to a denial of Federal benefits by a State or Federal court, or voluntarily excluded from covered transactions by any Federal department or agency;

      Have not within a three-year period preceding this application been convicted of or had a civil judgment rendered against them for commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a public (Federal, State, or local) transaction or contract under a public transaction, violation of Federal or State antitrust statutes or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, or receiving stolen property;

    • Drug-Free Workplace Program (required)
      1. IDENTICAL TIE PROPOSALS - Preference shall be given to businesses with drug-free workplace programs. Whenever two or more bids which are equal with respect to price, quality, and service are received by the State or by any political subdivision for the procurement of commodities or contractual services, a bid received from a business that certifies that it has implemented a drug-free workplace program shall be given preference in the award process. Established procedures for processing tie proposals will be followed if none of the tied vendors have a drug-free workplace program. In order to have a drug-free workplace program, a business shall:
        1. Publish a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a controlled substance is prohibited in the workplace and specifying the actions that will be taken against employees for violations of such prohibition.
        2. Inform employees about the dangers of drug abuse in the workplace, the business’s policy of maintaining a drug-free workplace, any available drug counseling, rehabilitation, and employee assistance programs, and the penalties that may be imposed upon employees for drug abuse violations.
        3. Give each employee engaged in providing the commodities or contractual services that are under bid a copy of the statement specified in subsection (1).
        4. In the statement specified in subsection (1), notify the employee that, as a condition of working on the commodities or contractual services that are under bid, the employee will abide by the terms of the statement and will notify the employer of any conviction of, or plea of guilty or nolo contendere to, any violation of chapter 893 or of any controlled substance law of the United States or any state, for a violation occurring in the workplace no later than five (5) days after such conviction.
        5. Impose a sanction on, or require the satisfactory participation in a drug abuse assistance or rehabilitation program (if such is available in the employee’s community) by, any employee who is so convicted.
        6. Make a good faith effort to continue to maintain a drug-free workplace through implementation of these requirements.
