    Description

    The Aviation Authority is seeking a qualified Respondent to provide, install, stock, replenish, service, and maintain snack vending machines and beverage vending machines, along with all other items necessary or incidental to providing vending services, for both Aviation Authority employee‑facing break areas (“Employee Locations”) and public‑facing areas (“Public Locations”) at Orlando International Airport (MCO) and Orlando Executive Airport (ORL), in accordance with the Agreement Documents.

    For purposes of this Solicitation, ‘Contract’ shall mean the Concessions Agreement resulting from this Solicitation. Additionally, 'Company' shall refer to the awarded Respondent or Concessionaire.

    The awarded Concessionaire shall furnish and operate vending machine services under two distinct service and pricing models, as further described herein.

      By selectin "Confirm", the Respondent certifies that they are aware of and comply with relevant Federal statutes and regulations, including those from the Federal Aviation Administration (FAA), for operating unmanned aircraft systems (UAS) in accordance, and in compliance with all related requirements in the FAA Reauthorization Act of 2024 (Public Law 118-63), section 936 (49 U.S.C. § 44801 note).  

      The Respondent warrants that all UAS operations will be conducted in full compliance with all applicable Federal Aviation Administration (FAA) regulations, including but not limited to 14 CFR Part 107, and any other applicable local, state, or Federal laws and regulations.  

      Sponsors and subgrant recipients cannot use AIP grant funds to enter into, extend, or renew a contract  related to covered unmanned aircraft systems (UAS). This includes both procurement and operational contracts, as well as contracts with entities that operate such systems. 

    • CONCEPTS AND QUALITY, VARIETY, AND PRICE RANGE OF PRODUCTS

      Describe in detail the manner in which you, if you are the successful Proposer would operate the Concession, including your prices, a detailed list of products and any supplemental information so that the Aviation Authority may evaluate the quality and range of products the Proposer intends to offer at the Concession. The list of products must contain all items the Proposer intends to provide at the Concession and proposed prices as of the Commencement Date for each product.  Subject to the approval of the Chief Executive Officer of the Aviation Authority and provisions of the Concession Agreement, the Proposer will be required to provide the proposed products listed at the prices specified by the successful Proposer.

       

      Further describe how the equipment will be kept well-stocked, clean and in good working condition on a daily basis. What team or support will be provided to ensure machines are fully functional on a 24-hour basis. Explain the proposed response to any customer service issues that might arise.

Employees have expressed interest in a variety of options, including healthier choices and convenience/ prepared meals. The selections may include items such as fruits, salads, protein snacks, protein drinks, soups, wraps, sandwiches, or microwavable entrees. The Aviation Authority may request these services in the future. Please indicate whether Respondent can provide solutions to meet these potential requests:

    • Drug-Free Workplace Certification (required)

      By selecting "Confirm", I certify, that if awarded, Respondent shall maintain a drug-free workplace in accordance with the Florida Drug-Free Workplace Act during the duration of the Concession Agreement. No employee shall be hired by a successful Respondent for work on the Aviation Authority's premises prior to such employee having tested negative for drugs. In addition, existing employees of the Respondent must be subject to drug testing by the Respondent upon reasonable suspicion of drug use. Results of all such drug tests are to be retained by the Respondent. Copies shall be provided to the Aviation Authority, if requested.

      By entering into a Concession Agreement with the Aviation Authority, the Respondent becomes obligated to comply with the provisions of Section 448.095(2), Florida Statutes, "Employment Eligibility," as amended from time to time. This includes, but is not limited to, utilization of the E-Verify System to verify the work authorization status of all newly hired employees, and requiring all subcontractors to provide an affidavit attesting that the subcontractor does not employ, contract with, or subcontract with, an unauthorized alien.

      The Respondent shall maintain a copy of such affidavit for the duration of the Concession Agreement. Failure to comply will lead to termination of the resulting Concession Agreement or if a subcontractor knowingly violates the statute, the subcontract must be terminated immediately. Any challenge to termination under this provision must be filed in the Circuit Court of Orange County, Florida no later than 20 calendar days after the date of termination. If the resulting Concession Agreement is terminated for a violation of the statute by the Respondent, the Respondent may not be awarded a public contract for a period of one (1) year after the date of termination.
