The purpose of the grant is to build stronger rural health networks, improve technology and shared operations, strengthen the rural health workforce and ultimately ensure that Vermonters receive the right care at the right time for an affordable cost. Through this Request for Proposal (RFP) the Agency of Human Services, Department of Vermont Health Access is seeking to establish contracts with one or more companies that can provide Technical Assistance and Actuarial Assistance for Vermont Insurance Marketplace Access and Affordability Strategies. The successful bidder(s) will assist the State to: o Conduct a statewide assessment to identify and advance policy options to improve access and affordability in Vermont’s health insurance marketplace. o Prepare, submit, and negotiate federal waivers and applications as applicable. o Advise and support program implementation as applicable. o Provide ongoing technical assistance/subject matter expertise around policy, design, and implementation for Vermont’s marketplace. The successful bidder(s) will be familiar with Vermont’s marketplace, affordability programs in other states, and current federal priorities to advise the State in the pursuit of waivers and new programs.
