    NOTICE OF INTENT TO SOLE SOURCE The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole source contract with VIANAIR, INC., located in New York, NY to provide the following: TITLE: VIANAIR SOFTWARE SUITE LICENSE SUBSCRIPTION INCLUDING FLIGHT TRACKING, NOISE PERFORMANCE EVALUATION, PROCEDURE DESIGN, FAST-TIME SIMULATION SOFTWARE AND DATA INTEGRATION SURFACE MODELS BRIEF DESCRIPTION: Vianair, Inc. is the sole vendor of the specialized and integrated suite of software with the capability of modeling airspace, flight tracking, flight procedure, environmental impacts, noise performance evaluation, operational analysis and flight path simulation. These software products help ensure operationally efficient and environmentally friendly implementation of airspace and flight procedure changes. The product needs to include the capacity for system integration of all services to allow for the ability to simplify data points with the goal of producing a holistic design approach for procedure design, noise analysis, modeling, flight tracking and large-scale simulation. Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to amoyet@panynj.gov by February 23, 2026. The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement but reserves the right to solicit proposals. Firms who have not done business with the Port Authority should register as a vendor at https://www.panynjprocure.com. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
