REQUEST FOR PROPOSALS INDEPENDENT AUDITING SERVICES The Washington County Land Holding Corporation, operating as the Washington County Land Bank, is seeking proposals from qualified independent certified public accounting firms to perform annual financial audits for three consecutive fiscal years. The first audit conducted under this contract will be the Land Bank’s first annual independent audit. The selected firm will be responsible for auditing the Land Bank’s annual financial statements, reviewing internal financial controls, identifying material weaknesses or significant deficiencies, preparing required audit reports and management communications, and presenting the final audit to the Board of Directors or Audit Committee. The firm must also provide final audit documents in a format suitable for submission through the New York State Public Authorities Reporting Information System. The Land Bank is a newly established organization with an annual budget of less than $2 million and anticipates a relatively limited volume of financial activity during the first three years. The anticipated professional services contract will be for a three-year period, subject to annual Board approval, satisfactory performance, and continued funding. The auditing firm must be independent from the firm providing the Land Bank’s bookkeeping, accounting, QuickBooks, and outsourced controller services. Proposals must include the firm’s qualifications, relevant public authority, governmental, land bank, or nonprofit audit experience, proposed engagement team, audit approach, proposed schedule, references, most recent peer-review report, and a fixed-fee proposal for each of the three fiscal years. The Washington County Land Bank reserves the right to reject any or all proposals, waive minor irregularities, request additional information, conduct interviews, negotiate terms, and select the proposal determined to provide the best overall value. Minority-owned, women-owned, service-disabled veteran-owned, and locally based certified public accounting firms are encouraged to submit proposals.
