    Washington County is updating its Transportation System Plan (TSP) for regulatory compliance and to establish a planning horizon of 2050. The TSP serves as the transportation element of Washington County's Comprehensive Plan and guides the policies, projects, and programs that help manage, operate, and improve the transportation system.

    This update is intended to respond to significant revisions to Oregon's Transportation Planning Rule adopted in 2022 under the Climate-Friendly and Equitable Communities (CFEC) rulemaking. The project will update goals and objectives, conduct a system inventory and needs assessment, evaluate strategic capacity improvements under OAR 660-012-0830, conduct a major equity  analysis to determine benefits and burdens to underserved populations under OAR 660-012-0135, and build a financially constrained project list aligned with regional climate and VMT reduction targets. The update builds on recent planning work, including the Transportation Safety Action Plan, Active Transportation Plan, Transit Study, and Complete Streets Design Update.

The County is seeking a consultant team with demonstrated expertise in community-centered transportation planning, multimodal systems analysis, and meaningful engagement with underserved populations.     Evaluation Criteria

    • Page Count (10 pts)

      Proposal was within the page count and conformed to all instruction in regards to submittal.

    • Qualifications and Relevant Experience (30 pts)

      Demonstrated experience completing major transportation system plan updates for Oregon jurisdictions. Experience with OAR 660-012-0830 strategic capacity reviews and multimodal system inventories under the updated TPR is highly relevant. Qualification of the project management and key technical staff will be evaluated.

    • Community Engagement Approach (25 pts)

      Demonstrated experience designing and leading community engagement processes that meaningful center underserved populations, including communities with limited English proficiency, low-income households, and communities of color. Experience completing major equity analyses under OAR 660-012-0135 or comparable equity planning work is highly relevant.

    • Technical Approach and Understanding of Scope (25 pts)

      Demonstrated understanding of the project scope, key technical challenges, and regulatory requirements. The proposal should reflect a clear and feasible approach to tasks, including multimodal system inventories, travel demand coordination with Metro, and the strategic capacity review process.

    • Project Management and Team Structure (10 pts)

      Clarity of the proposed team structure, staff roles and responsibilities, and approach to managing a multi-year, multi-stakeholder project. Demonstrated ability to coordinate effectively with public agency staff and manage complex project schedules.

    • Cost and Fee Schedule (10 pts)

      Reasonableness of the proposed budget and fee schedule relative to the scope of work. Cost will be evaluated alongside qualification and approach, not in isolation.

      If we go to interview we need a decision regarding how interviews will be scored.  Which of the following methods will the evaluation committee use? Please DELETE the alternate methods that you do not want to use.

       

      b. The proposal scores will be used to see who makes it to interview. There will be a new scoring rubric specifically for the interview process.  Should the County determine that interviews are necessary proposal evaluation scores will be used to determine who goes to interview.  The interview process will determine the successful proposer.​
