    Description of goods to services to be bid: With PON 6031 NYSERDA solicits proposals for the development and execution of pilot-scale waste-to-low-carbon fuel projects in New York State. The solicitation’s objective is to identify the most viable pathways for converting in-state waste streams—such as landfill gas, wastewater sludge, agricultural residues, and point-source CO?—into clean fuels that can decarbonize hard-to-electrify sectors including aviation, maritime, industry, and power generation. The outcome from these projects should demonstrate the technical and economic feasibility of waste-based fuel production and support future investment and scale-up of low-carbon fuels across the state. Eligibility/Qualifications Requirements/Preferences: This solicitation is intended to advance pilot-scale projects that convert New York State waste streams into low-carbon fuels, supporting NYSERDA’s goals to decarbonize hard-to-electrify sectors and scale in-state clean fuel production. The proposing entity does not need to be based in New York, but the proposed pilot site must be located in New York State, and the proposing entity must be authorized to operate in the state. At a minimum, the proposing team should consist of the following: a low-carbon fuel conversion technology provider with IP access, an engineering, procurement, and construction (EPC) firm, a New York State-based feedstock supplier, a host-site partner, and an offtake or end-use partner to support product validation and testing. Proposals must use eligible in-state waste feedstocks and produce qualified low-carbon fuels as specified in the PON document.
