    The Washington Suburban Sanitary Commission, MD ("WSSC"), is soliciting sealed responses for Water and Wastewater Engineering Services Basic Ordering Agreement. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Monday, May 18, 2026. Late responses will not be accepted.

    WSSC seeks to establish a contract with a qualified consultant to provide comprehensive water and wastewater engineering services. The scope of work includes asset armoring and rehabilitation design, urgent collection and distribution system asset rehabilitation designs, inspections, assessments, and evaluations. The consultant will also provide project management, monthly reporting, design services, engineering and technical support, and emergency engineering services.

    Evaluation Criteria

    • Experience (30 pts)

      The Offeror shall provide detailed information demonstrating the Offeror’s (Prime only) experience, qualifications, and capability in managing projects that involve engineering services, construction, labor, parts, materials, services, and equipment necessary for the design, inspection, and condition assessment of water assets throughout the water distribution and transmission systems and sewer assets throughout the wastewater collection system.

      1. Within the past seven (7) years, the Offeror shall identify all projects that include services such as geotechnical investigations, project management, asset armoring, stream restoration, permitting, environmental compliance, sewer rehabilitation methods, invasive and non-invasive inspections and associated services of prestressed concrete cylinder pipe, cast iron, ductile iron, steel water and/or sewer mains (includes lined and unlined).

      2. For each project submitted, the Offeror shall provide:
        1. Project name and location

        2. Client name and contact information

        3. Brief description of the scope of work performed

        4. Contract value and duration

        5. Status (completed or substantially complete)

        6. Description of services provided

    • Technical Approach (30 pts)

      The Offeror must provide a technical approach that outlines the Consultant's approach, expertise, and resources to complete the project as it relates to technical requirements and execution strategy.

      The Technical Approach must include:

      1. Executive Summary
      2. Technical Background and Understanding of Requirements
        1. Demonstrate an understanding of the project scope, challenges, and technical requirements.
        2. Identify key problem(s) and provide solution(s) to address them.
      3. Scope of Work
        1. Identify a work breakdown structure for project tasks and responsibilities.
        2. Identify milestones and deadlines.
        3. Identify deliverables and outcomes.
      4. Technical Approach
        1. Provide methodology and strategies for approaching work outlined in the scope of work.
        2. Provide the tools, technology, and processes used for work outlined in the scope of work.
        3. Provide risk management plans and tracking mechanisms.
      5. Project Team and Resources
        1. Provide relevant project team members and resources available to the project, and how they will provide services relevant to the scope of work.
      6. Quality Assurance and Compliance
        1. Identify quality assurance measures for the scope of work items.
        2. Demonstrate an understanding and compliance with industry standards and regulations.
        3. Provide risk mitigation strategies.
    • Key Personnel/References (30 pts)

      The Offeror shall provide comprehensive information about all proposed key team members who will be assigned to this project. The key personnel section must address the following components:

      1. Key Personnel
        1. The proposed Key Personnel must demonstrate a minimum of five (5) years of relevant experience in their proposed role performing similar services outlined within the scope of work. There shall be three (3) consecutive years prior to the date of this offering identified for each Key Personnel.
        2. Project Principal must have at least five (5) years of experience in their proposed role and hold a current license for Professional Engineer (PE) or Board-Certified Environmental Engineer (BCEE) for the project work area.
      2. Team Structure and Composition:
        1. Present the organizational chart showing key personnel roles, reporting relationships, and responsibility assignments for all project phases
      3. Individual Qualifications:
        1. Provide detailed resumes for each key personnel, including education, professional certifications, licenses, and relevant work experience
      4. Experience Documentation:
        1. Detail each individual's years of experience in areas similar to the scope of work, including but not limited to asset armoring and rehabilitation design, urgent collection and distribution system rehabilitation designs, condition assessments, inspections, evaluations, project management, engineering and technical support, and emergency engineering services.
      5. Professional Credentials:
        1.  Document relevant certifications, licenses, and specialized training for each team member in their respective technical area
      6. Availability and Commitment:
        1. Provide availability schedules showing each individual's time commitment to this project and current workload with other clients, including active WSSC contracts
    • Price (10 pts)

      Offeror shall provide their unit prices and labor rates in the Pricing Proposal section and submit separately from the Technical Proposal. The unit prices and labor rates shall be firm for the duration of the contract.
