All prospective consultants are advised any federally funded project work will be held to federal EEO requirements. Disadvantaged, minority and women-owned consultant firms are encouraged to respond. All interested parties to respond to this RFQ by submitting their Statement of Qualification (SOQ) documents on the City of Bellingham website at https://cob.procureware.com/. Questions can be addressed to the Purchasing Office at the above address or by email Bids@cob.org The Purchasing Office, 210 Lottie Street Bellingham, WA 98225 must receive the electronic bids proposals through the City Bid portal ‘’Procureware’’ https://cob.procureware.com/ no later than 11:00 AM on May 5, 2026. The sealed electronic submittals will be opened and read after the 11:00 AM deadline. The City reserves the right to postpone making the award for a reasonable length of time, to reject all submittals or parts of submittals as may be in the best interest of the City. The City of Bellingham in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contracts entered into pursuant to this advertisement, disadvantaged businesses enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
