    Description

    The Public Works Department is requesting proposals from qualified engineering consultants to provide professional engineering services (condition assessment, predesign, environmental documentation if required, construction permitting if required, design, bidding assistance, and services during construction including construction support and optional construction management) for the rehabilitation of the rectangular flocculation and sedimentation basins at the City of Yuba City Water Treatment Plant (WTP). The RFP identifies the general project scope and procedures for Consultant services. Responding consultants and subcontractors shall have relevant experience and demonstrated expertise in potable water treatment facilities, concrete rehabilitation, mechanical process equipment rehabilitation, coating systems for immersion service, and phased construction within active water treatment plants. The project will require phased construction within an active water treatment facility, including maintaining continuous plant operations and required treatment capacity during basin rehabilitation. At least two basin treatment trains must remain in service during construction. Please carefully review the requirements of this Request for Proposal (RFP), including all attachments, and provide a detailed proposal outlining your qualifications and experience, project understanding, technical approach, proposed scope of services, and fee for all services and deliverables. Proposals submitted in response to this RFP will be used as the basis for selecting the consultant team. Consultant proposals will be evaluated and ranked according to the criteria provided in this RFP. All questions regarding this RFP shall be submitted through Public Purchase no later than seven (7) working days prior to the proposal submission deadline. Responses to questions will be posted on Public Purchase, and it is the responsibility of proposers to check for updates and addenda. A site visit is strongly recommended due to the complexity of the existing facilities and operational constraints.
