    Description

    West Chester Area School District, Chester County (the “District”) will receive sealed bids online for the East Bradford Elementary School Solar Photovoltaic System Project. Sealed bids may be submitted and updated online via the PennBid Program until 11:00 A.M. local time, Tuesday, February 24, 2026. The bids shall be publicly opened and read aloud on Thursday, February 24, 2026, 11:00 A.M. local time, at the District’s Facilities and Operation Center, 1181 McDermott Drive, West Chester, PA 19380. The District will award the bid at a public meeting, the time, date and place of which will be announced at the bid opening.The Project includes providing all labor, materials and equipment to design and construct a roof-mounted solar photovoltaic system at East Bradford Elementary School, 820 Frank Road, West Chester, PA 19380.All bids must be accompanied by a Non-Collusion Affidavit and a Contractor’s Qualification Statement. Bids must remain valid for ninety (90) days after the date of the bid opening and may be rejected at any time prior to the expiration of said date. The successful bidder will be required to furnish Performance and Payment Bonds in amounts equal to 100% of the contract price and shall be included in the contractor’s bid amount. Surety shall be satisfactory to the School District.All Bidding documents are available online at no cost at PennBid (https://pennbid.bonfirehub.com) and will become available starting Wednesday, January 14, 2026, 4:00 PM via PennBid.There will be a mandatory pre-bid meeting held on Monday, January 19, 2026, 12:00 PM at East Bradford Elementary School, 820 Frank Rd, West Chester, PA 19380.All questions will be received through the PennBid solicitation until Tuesday, February 17, 2025, 12:00 PM.This project is subject to prevailing wage.The Project is subject to the Pennsylvania Right-to-Know Law, 65 P.S. 67.101 et, seq., the Steel Products Procurement Act, 73 P.S. 1881 et seq., the Trade Practices Act, 71 P.S. 773.101 et seq., and the Public Works Employment Verification Act, 71 P.S. 656.1 et seq. The Project is being financed in whole, or in part, by a grant from the Commonwealth of Pennsylvania, Solar for Schools. All contactors shall be required to comply with the terms of the grant.Bid security shall be submitted with each bid in the form of a certified check or bid bond in a form acceptable to the District made payable to the District in the amount of ten percent (10%) of the total base bid amount. The selected bidder shall be required to provide a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract amount in a form acceptable to the District. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. The District reserves the right to reject any and/or all bids on any basis whatsoever, to eliminate any item or items from the contract, to waive any informality in the bids, and to accept a bid which is in the District’s judgment in the District’s best interests, as permitted by law.
