    SEALED BIDS are invited by the undersigned under the terms and conditions contained within the Contract Documents for the project described as the New Administration Building and Police Department Expansion, 157 West Metzler Road, Brownstown, PA, for West Earl Township.SEPARATE BIDS are invited on a lump sum basis for West Earl Township for the following work:CONTRACT NO. 1 – General Construction Contract CONTRACT NO. 2 – Plumbing Contract CONTRACT NO. 3 – Mechanical Contract CONTRACT NO. 4 – Electrical ContractSEALED BIDS shall be submitted electronically via the PennBid Program no later than 2:00 P.M. prevailing time on Wednesday, July 29, 2026, at which time they will be publicly opened electronically at the West Earl Township Municipal Building, 157 West Metzler Road, Brownstown, PA, with the results made available for viewing on PennBid.BIDS must be accompanied with all documentation as required by the Instructions to Bidders and PennBid Bid forms. Proposal security shall accompany each proposal submitted in the form of a Bid Bond executed by an acceptable surety company uploaded to PennBid and other required documentation, or a certified check, certified bank treasurer's check or bank cashier's check in an amount equal to 10% of the total amount of the Base Bid. If a certified check is being used as bid security, the certified check must be delivered to West Earl Township, 157 West Metzler Road, Brownstown, PA 17508 in a sealed opaque envelope marked with the bidder’s name, project name, contract name and bid opening date.Performance financial and payment financial security, each in an amount equal to 100% of the contract price in form set forth in the bidding documents, and evidence of all required insurance as set forth in the bidding documents, must be furnished by the successful Bidder at the time set forth in the Bid Documents.Owner shall award each Contract to the lowest responsive and responsible Bidder or shall reject all Bids within the periods set forth in the Bid Documents.Bid Documents will be available starting June 24, 2026, at no cost via PennBid at https://pennbid.bonfirehub.com. Questions regarding this solicitation shall be submitted via the “Messages/Vendor Discussions” feature within PennBid.Bidders must comply with all State anti bid-rigging regulations pertaining to work associated with this project and are required to submit an executed non-collusion affidavit with the bid.PROSPECTIVE BIDDERS are advised that this Project will be subject to and governed by provision of Pennsylvania Prevailing Wage Act. Bidders shall prepare their Bids after giving consideration to the applicability of said Pennsylvania Prevailing Wage Act and wage rates in the Bid Documents to the work involved.A Non-Mandatory Pre-Bid Meeting shall be held on Tuesday, July 7, 2026, at 10:00 A.M. at the West Earl Township Municipal Building, 157 West Metzler Road, Brownstown, PA 17508. Attendees are required to bring a valid form of photo identification to the Pre-Bid Meeting. Bidders are encouraged to attend the Pre-Bid Meeting, which shall count as the required site visit.Prospective Bidders who do not attend the Pre-Bid Meeting are required to visit the site on Thursday, July 9, 2026 at 10:00 A.M.
