The City of Westlake Village is seeking an experienced consultant to prepare Plans, Specifications, and Estimate (PS&E) for the Westlake Village ITS Signal Project (the “Project”). The ITS Master Plan sets out a programmatic upgrade of signal infrastructure and incorporates modern technology to provide more responsive and reliable system operations and maintenance.The City has been implementing some of the building blocks, namely, installing conduit for and the replacement of legacy traffic signal controllers with advanced traffic controllers. This project will expand the network by installing additional conduit and installing fiber in the new and existing conduits along portions of Lindero Canyon Road and Via Colinas, as well as installing communications equipment in 8 traffic signal controller cabinets to connect to a regional fiber optic project recently awarded for construction, and the fiber being installed by this project. The City recently upgraded 8 of its old controller cabinets with new cabinets and controllers and is currently working with the County of Los Angeles to implement a central traffic signal system through a separate project. The City has previously selected Q-Free as its controller and system provider, which will take advantage of the infrastructure constructed by this project and others.The consultant shall conduct all engineering, planning, and administrative tasks necessary to complete the project. This includes the conceptual and final design plans, specifications, quantity and cost estimates, and all compliance efforts needed to meet Local, State, and Federal funding requirements. The Consultant shall become intimately familiar with the requirements of the City of Westlake Village. The consultant should anticipate one project kick-off meeting prior to beginning work on the project. The selected consultant shall hold bi-weekly project team meetings, with additional meetings occurring as required over the course of the project.The City Council has various Committees that evaluate and advise the City Council on projects, programs, and services. Each Committee consists of two members of the City Council and meets monthly in a public meeting. It is expected that this project will be presented at one Committee meeting and at two City Council meetings. The presentations will be led by the Contract City Traffic Engineer with assistance from at least one consultant team member; however, the presentations will be drafted by the consultant.The following is a list of tasks that the consultant is expected, but is not limited to, incorporating at a minimum into the consultant’s proposed scope of services.
