    Sealed Bids for the Westtown Township 2026 Road Program – Phase II associated with the improvements to South Concord Road & Cider Knoll Way will be received online by Westtown Township, Chester County, Pennsylvania until 11:00 AM local time on July 16, 2026. Online bids shall be submitted by way of the PennBid program. All documents and solicitation details are available online at no cost except to the successful bidder at PennBid – www.PennBid.net. A nominal fee will be assessed only to the bidder who is awarded a contract. For bidders who are not awarded contracts, there are absolutely no fees.The Project consists of the following work along South Concord Road & Cider Knoll Way: • Installation of a scratch and leveling course; • Placement of new wearing course; • Widening section of South Concord Road • Replacement of inlet tops • Installation of pavement & rolled curb around inlets • Replacement & Adjustment of Sanitary manhole frames/tops • Adjustment of water valve boxesBids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.No Pre-Bid Meeting will be held for this project.Bid security shall be furnished in accordance with the Instructions to Bidders.Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.Westtown Township, Owner, hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
