At that time Bids will be opened with unofficial results publicly displayed on PennBid. No hard copy Bids will be accepted.The Proposals must be made to Whitehall Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of Whitehall Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within ten (10) days after Notice of the Award of the Contract.Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (http://pennbid.bonfirehub.com/).Bids will only be accepted from Bidders that are pre-qualified by Whitehall Borough to perform paving work. Bidders that are not pre-qualified to date in the Borough of Whitehall for listed work categories shall contact the Borough Manager regarding requirements. All required Borough of Whitehall Pre-qualification materials must be in the hands of Courtney M. All Bidders that submit Pre-qualification Packages to the Borough for review will be notified of their status by close of business Thursday, April 9, 2026.Pennsylvania Prevailing Wage rates are required to be paid on this Project.Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.All Bidders shall be PennDOT pre-qualified as a prime contractor and meet the work classification codes of E, F, and F1 and submit their PennDOT Pre-Qualification Certificates with the Proposal in order for the Proposal to be considered responsive
