2026 WHITEHALL BOROUGH CAPITAL LINING PROGRAMThis project involves sanitary sewer CIPP MH to MH lining repairs including internal reinstatement of active service laterals, cutting of any protruding taps, light and heavy cleaning, pre-CCTV verification, and NASSCO certified MH to MH post repair CCTV. All related traffic control, resident notification, and restoration of disturbed areas are also included in the project.All proposals must be submitted electronically via PennBid (http://pennbid.bonfirehub.com/), before 11:00 A.M. prevailing time on Wednesday, June 24, 2026. At that time Bids will be opened with unofficial results publicly displayed on PennBid. No hard copy Bids will be accepted.Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough to perform sewer work. Bidders that are not pre-qualified to date in Whitehall Borough should contact the Borough Manager for the requirements. All Whitehall Borough Pre-qualification materials must be in the hands of Courtney M. Wertz, Borough Manager, Whitehall Borough, 100 Borough Park Drive, Pittsburgh, PA 15236, (412) 884-0505 x 321 by June 4, 2026 at close of business. All potential Bidders that submit pre-qualification packages to the Borough for review will be alerted of their status by June 11, 2026 by 4:00 p.m. Bids will only be considered from Bidders that are pre-qualified in Whitehall Borough for the listed work classification.Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (http://pennbid.bonfirehub.com/).Pennsylvania Prevailing Wages are required to be paid on this Project.Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.The Proposals must be made to Whitehall Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of Whitehall Borough in an amount equal to ten (10%) percent of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within fifteen (15) days after Notice of the Award of the Contract.The Borough reserves the right to reject any and all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein.Bidders are advised that Whitehall Borough will award the contract to the lowest responsible, responsive, and Whitehall Borough Pre-qualified Bidder for the listed work category based on the total bid submitted. However, Bidders are advised that Whitehall Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible, responsive, and Whitehall Borough Pre-qualified Bidder a contract for all or any portions of the work listed in the Proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
