WHITEHALL BOROUGH BUILDING FOUNDATION DRAINBase Bid This project involves improvements at the Whitehall Borough Municipal Building, including, but not limited to, clearing and grubbing; existing site feature demolition and protection; unclassified bulk excavation including off-site removal as required; erosion and sediment control measures; storm sewer installation including building drains; bituminous paving including full depth bituminous removal and replacement; concrete paving including ADA ramps, heavy duty concrete, concrete sidewalks, concrete curb and concrete steps; site signage; handrail installation; building exterior waterproofing; building interior door relocation; concrete wheel stop installation; handrail removal and replacement; line striping; and general site and building restoration, complete in place.All proposals must be submitted electronically via PennBid (http://pennbid.bonfirehub.com/), before 11:00 A.M. prevailing time on Wednesday, May 13, 2026. At that time Bids will be opened with unofficial results publicly displayed on PennBid. No hard copy Bids will be accepted.The Proposals must be made to Whitehall Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting their Proposal guarantee.Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety authorized to do business in Pennsylvania, made to the order of Whitehall Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within ten (10) days after Notice of the Award of the Contract.Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement and all other information relating to this Solicitation will be available at no cost on the PennBid site (http://pennbid.bonfirehub.com/).Bids will only be accepted from Bidders that are pre-qualified by Whitehall Borough in any of the following categories: sitework; site improvements; storm projects; concrete; drainage projects; utility work; point repairs; or general construction. Bidders that are not pre-qualified to date in the Borough of Whitehall for listed work categories shall contact the Borough Manager regarding requirements. All required Borough of Whitehall Pre-qualification materials must be in the hands of Ms. Courtney M. Wertz, Borough Manager, Borough of Whitehall, 100 Borough Park Drive, Pittsburgh, PA 15236, (412) 884-0505, by close of business Thursday, April 9, 2026. All Bidders that submit Pre-qualification Packages to the Borough for review will be notified of their status by close of business Thursday, April 16, 2026.Pennsylvania Prevailing Wage rates are required to be paid on this Project.There will be a Mandatory Pre-Bid Meeting on Wednesday, April 22, 2026, at 11:00 a.m. prevailing time at 100 Borough Park Drive, Pittsburgh, PA 15236. Contractors who intend to bid the Contract MUST attend for their Bid to be considered as responsive.Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.
