Williamsport Sanitary Authority, Lycoming County - Bloomingrove Road Sanitary Sewer Replacement Project

Online sealed bids for the construction of ​Bloomingrove Road Sanitary Sewer Replacement Project​ will be received by ​Williamsport Sanitary Authority​ via the PennBid Program (pennbid.bonfirehub.com) until ​Tuesday, May 26, 2026​ at 10:00 a.m. local prevailing time​; at which time said bids will be publicly opened and read aloud.​Copies of the Contract Documents may be obtained at no cost at pennbid.bonfirehub.com.All questions about the meaning or intent of the Contract Documents shall be submitted via PennBid’s Public Q&A section. No questions will be accepted by phone, fax, or direct e-mail.Each bidder must deposit, with the bid, Security in the amount of ​10​ percent of the bid and subject to the conditions provided in the Instructions to Bidders.Funding for the project has been provided by the COVID-19 ARPA PA Small Water and Sewer Program from the Department of Economic and Community Development. A copy of the grant agreement is included in Appendix A. The bidder is aware that the source of funding being used on this project and that submission of a bid shall be treated as the bidder's acknowledgment of the associated compliance requirements, and commitment to adhere to the same. The Compliance requirements are outlined in the grant agreement, which shall include, but not limited to the following: nondiscrimination/sexual harassment provisions, payment and performance bonds, certificates of insurance with the Commonwealth Financing Authority listed as additional insured, Pennsylvania Prevailing Wage Act, and Davis-Bacon and Related Acts. Wage rates shall be paid at the higher rate between the Davis-Bacon Wage Rates and PA Prevailing Wage Rates.A Prebid Conference will be held at ​253 West Fourth Street​, ​Williamsport, PA 17701​ on ​Tuesday, May 19, 2026​ at 11:00 a.m. Prospective bidders may discuss the project at that time with representatives of the Owner and ​Engineer​.All bids shall remain irrevocable for sixty days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of a grant or grants; in which case, bids shall be irrevocable for one hundred twenty days in compliance with Act 317 of 1978 approved November 26, 1978, as amended.
