Those Consultants who submit proposals agree to do so without legal recourse against the City, its Officials, Directors, Officers, Employees and Agents for rejection of their proposal(s) or for failure to execute or act on their proposal for any reason. This solicitation is for proposals only and is neither intended nor to be construed as an offer to enter into a contract or engage in any formal rule competitive bidding or negotiation pursuant to any statute, ordinance, or regulation.
