17--NOTICE OF INTENT TO AWARD SOLE SOURCE

The Acquisition Services Directorate (AQD), Interior Business Center (IBC), intends to award a firm-fixed price contract on a sole source basis to BSI INC, 2009 Spar Ave Anchorage, Alaska 99501 for a Sea Plane Tug for use at their Lake Hood facility. The product will have the following specifications:

Ford or Dodge One-ton regular or extended cab/chassis modified to accept front frame assembly and shortened wheelbase. Vehicle will be model year 2015 or newer with less than 50,000 miles on the odometer.

Able to lift 7,300 pounds.

Fabricated lift scissor frame forward of front frame to carry aircraft complete with 4 way platform lift with power slide out glides and independent lift cylinder for both front and rear of platform. In order to accommodate different aircraft, the dimensions for the platform should be as follows:

Width of four way platform lift frame with glides in: 51" wide
With of four way platform lift frame glides extended: 90" wide
Height of four way platform lift frame when lowered: 18"
Height of four way platform lift frame when raised: 36"
Length of four way platform lift frame: 12'
Lift scissor frame will have 6' between bumper of chassis to beginning of four way lift platform
Maximum front tire width on outboard edge of tires: 51"

Award of this requirement will be in accordance with Federal Acquisition Regulation 13 Simplified Acquisition Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES. A determination by the Contracting Officer not to compete this proposed contract based on this notice is solely within the discretion of the Government.
