    This is a combined synopsis/solicitation for the commercial services prepared in accordance with FAR Part 12, as supplemented with additional information contained in this notice. This announcement constitutes the only solicitation; a separate solicitation document will not be issued.

    The Federal Bureau of Prisons (BOP), Field Acquisition Office (FAO), intends to award a single-award indefinite delivery / requirements contract with firm-fixed unit pricing for Biomedical Waste Removal Services at the United States Medical Center for Federal Prisoners (USMCFP) located in Springfield, Missouri.

    This acquisition is being conducted as a total small business set-aside under the authority of FAR Part 19. The applicable North American Industrial Classification (NAICS) code is 562112, Hazardous Waste Collection, and the associated small business size standard applies.

    The anticipated contract term consists of one 12-month base period and four 12-month option periods to be exercised at the discretion of the Government.

    The solicitation is issued as a Request for Quotation (RFQ) and will be posted on SAM.gov. An award will be given to the quoter whose quotation represents the best value to the Government considering price and past performance factors identified in the solicitation.

    The contractor shall provide all personnel, equipment, transportation, labor, supervision, and materials necessary to perform biomedical waste removal services in accordance with the Statement of Work (SOW).

    Estimated quantities include, but are not limited to:

    • Biomedical Waste Removal Services: 165,000 pounds
    • Pharmaceutical Waste (less than 2.2 pounds): 12 months
    • Pharmaceutical Waste Containers in Excess of Six (6) Containers (less than 2.2 pounds): 1 each
    • Pharmaceutical Waste Disposal Stop/Pickup: 1 each
    • Trace Chemotherapy Waste Removal (less than 12 bags per year): 1,000 pounds

    The solicitation RFQ package, including the Statement of Work, pricing schedule, provisions, and clauses, will be available through SAM.gov. Interested vendors are responsible for monitoring SAM.gov for amendments and additional information related to this solicitation.

    In accordance to FAR 52.204-7, System for Award Management (SAM), quoters must be actively registered in the SAM at the time of quotation submission and prior to award.     Contractors must comply with FAR 52.222-54, Employment Eligibility Verification (E-Verify), by enrolling in the E-Verify program within 30 days of contract award and initiating employee verification within 90 days of enrollment.

    Quotations shall be submitted in accordance with the “Quotation Submission Instructions” contained in Section L of the solicitation. Completed quotations, including Standard Form (SF) 1449 and all required supporting documentation, shall be submitted via email to LaQueta Wheeler at LLWheeler@bop.gov no later than the date and time in Block 8 of the SF-1449.

    Questions regarding this solicitation shall be submitted in writing via email no later than June 8, 2026, at 2:00 PM CDT.
