BLM GREEN RIVER DISTRICT MCCOY CAMPGROUND PHASE 1

Introduction
The Bureau of Land Management (BLM) Green River District (GRD) is soliciting quotations for the supply and delivery of ready-mix concrete for the McCoy Flats Campground Phase 1 project, located near Vernal, Utah, in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). This acquisition is a total small business set-aside under NAICS 327320. The Government seeks a Firm Fixed Price (FFP) contract to procure 90 cubic yards (base) and up to 16 cubic yards (optional) of ready-mix concrete, meeting specific technical requirements, with deliveries scheduled between August 21, 2025, or 7 days after the notice to proceed, and May 22, 2026.

Set-Aside
This acquisition is a total small business set-aside under NAICS 327320 (size standard: 500 employees), per FAR Part 19. Only quotes from small businesses will be considered.

Project Description
The contractor shall supply and deliver ready-mix concrete to various campsites within a one-mile radius of coordinates 40.36983, -109.59102 at the McCoy Flats Campground near Vernal, Utah. The concrete will be used for constructing campground facilities.

Base Bid
Quantity: 90 cubic yards of ready-mix concrete meeting the specifications below.
CLIN 0010: Supply and delivery of 90 cubic yards of concrete.
Optional Bid
Quantity: 16 cubic yards of ready-mix concrete meeting the specifications below.
CLIN 0020: Supply and delivery of 16 cubic yards of concrete (option to be exercised at the Government's discretion).

Evaluation Factors
The Government will evaluate quotations using the Lowest Price, Technically Acceptable (LPTA) method, in accordance with FAR 13.106-2 and FAR 15.101-2. The award will be made to the responsible offeror whose quote conforms to the solicitation and offers the lowest price among technically acceptable submissions.

Responsibility
Offerors must meet FAR 9.104 standards, demonstrating adequate financial resources, technical capability, and business integrity.

Type: Firm Fixed Price (FFP) contract, authorized under FAR 13.106-1(b) and FAR 16.202.
Contract Vehicle: Purchase order.

Submission Deadline
Quotes must be received by August 20, 2025, 3:00 PM MDT. Late submissions will not be considered, per FAR 52.212-1(f).

SAM Registration
Offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award, per FAR 4.1102.

Award Basis
The Government will award a purchase order to the responsible offeror whose quote conforms to this solicitation and is most advantageous to the Government, based on the lowest price among technically acceptable offers, per FAR 13.106-2.
