A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health, Clinical Center, Office of Purchasing and Contracts on behalf of the Department of Transfusion Medicine intends to award a firm-fixed priced sole source basis to Cryo Associates Gaithersburg, MD 20879. The procurement of the following items listed below from Cryo Associates. List of Equipment: Catalog # Qty MVE 616AF-GB FULL AUTO, GB 11527342 2 Liquid Nitrogen Storage Freezer/Tank Shipping and Handling N/A 1 Cryo Associates is the original equipment manufacturer. This procurement action is needed from Cryo Associates for delivery of the liquid nitrogen storage freezers (2). These storage freezers are used to store red blood cells (in droplet form) for NIH patients, NIH donors, outside referral samples and special project samples containing highly unique characteristics for use in serologic testing. Cryo Associates manufacturing operations are regulated by the Current Good Manufacturing Practices (cGMPs) as mandated by the Food and Drug Administration. This equipment is used to provide liquid nitrogen storage freezer/tank equipment to the Department of Transfusion Medicine, Transfusion Services Laboratory. Cryo Associates will be able to provide liquid nitrogen storage freezers/tanks to meet the specific needs of the NIH Clinical Center patients recommended and validated for Department of Transfusion Medicine. To use other vendors that can meet all the requirements deemed necessary for these proprietary instruments make or model will result in an extensive revalidation of testing procedures which would attract cost for the government. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested Parties: Interested parties capable of providing the same or similar products or services described in this notice may submit a capability statement outlining their capability to perform the described work. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. The determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
