The 773rd Enterprise Sourcing Squadron (773 ESS) intends to award a Firm-Fixed-Price (FFP) contract to a single source Swank Movie Licensing USA under the authority of FAR 13.106-1(b)(2) (only one source reasonably available) on 23 September 2025. The period of performance (PoP) shall be: 12 Months base year, two (2) one year option periods.
DoD Libraries is seeking a source that can provide public performance site licenses to show major motion pictures from 20 of the leading film companies inside the base libraries. These licenses will allow library staffs to enhance programs by showing first run movies and also allow libraries to fulfill Mr. Sitterly's, Principal Deputy Assistant Secretary of the Air Force, Manpower & Reserve Affairs, endeavor to make libraries a place where Airmen can gain or strengthen the Big "A “concept. This will be procured using Other Than Full and Open Competition as prescribed by FAR 13.106-1(b)(soliciting from a single source), and 13.501(a)(Sole source acquisitions). This individual action will result in the award of a new Firm Fixed Price Contract. This sole source requirement will be acquired from Swank Motion pictures, Inc.
This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. The Government will consider responses received by 17 September 2025, 12:00 PM, CST for this notice. The Government will not pay for any information received in response to this announcement. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.

2. If this posting specifically references brand name products, offerors are encouraged to suggest products other than those specifically referenced. Responses must address how the alternate product meets the product characteristics specified above.
3. Submitted information shall be UNCLASSIFIED.
