    Intent to Sole Source The Department of Veterans Affairs, LTC Charles S. Kettles VA Medical Center, Surgery Services (112), 2215 Fuller Road, Ann Arbor, MI 48105-2303, in an accordance with FAR 6.302.1 Only one (1) Responsible Source and No Other Supplies or Services will satisfy Agency Requirements and Intends to Negotiate on a Sole Source Basis with the following vendor: Abbott Rapid Diagnostics Informatics 2000 Holiday Drive, Suite 500 Charlottesville, VA 22901-1622 Abbott Rapid Diagnostics Informatics, Inc., provides the Point of Care Testing for the Remote Automated Laboratory Systems (RALS) Software Technology System that is used to Post Patient Test Results to the Electronic Patient Record. This Software allows the End User to Monitor, and Control Tests done at the Point of Care and to meet Numerous Accreditation Requirements for Laboratory Tests. This module is Specific for the Instrumentation used for Laboratory Hemoglobin A1C Tests Performed in the Primary Care Clinic. All services provided under this contract must be performed in conformance with the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), ISO 9001:2008 Quality Control Certified, and Original Equipment Manufacturer standards and specifications. Abbott Rapid Diagnostics Informatics is the Original Equipment Manufacturer (OEM) of this equipment and operational software and has certified, trained technicians to ensure the equipment and software are running at full capacity. Abbott Rapid Diagnostics can provide the necessary equipment that is required to repair the equipment with the least amount of downtime. Abbott Rapid Diagnostics Informatics currently does not have certified third-party distributors to work or service any of its equipment and would void all manufacturers warranties that are covered on the equipment and software that the facility has purchased. Abbott Rapid Diagnostics Informatics is the only firm capable of providing the supplies and services above without the Veteran s Health Administration experiencing substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling its requirements. NAICS Code 541512 applies to this Procurement. This Notice of Intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must clearly indicate and show proof that they are a Certified Technician by the Original Equipment Manufacturer. Responses must also show proof that they can perform the Preventative Maintenance and Services on the Surfacide Equipment while following all local, state, and federal regulation at a fair and reasonable price. Responses must also clearly indicate they can provide these services and possess the proper certification.
