    Description

    RFO FAR 6.103-2.  This sole source acquisition is justified based on unusual and compelling urgency associated with the ongoing Ebola Bundibugyo disease outbreak in the Democratic Republic of Congo (DRC) and Uganda and the immediate need to sustain CDC Division of Global Migration Health (DGMH) emergency response operations. As of May 25, the DRC and Uganda Ministries of Health reported 906 suspected cases, 105 confirmed cases, 223 suspected deaths, and 10 confirmed deaths in DRC, as well as 7 confirmed cases and 1 confirmed death in Uganda, with the outbreak expanding geographically into Sud-Kivu Province. In response, CDC, DHS, and other federal agencies implemented enhanced public health screening and traveler monitoring measures at designated U.S. ports of entry to mitigate the risk of Ebola importation into the United States. The contractor support required under this action is essential to immediately provide Public Health Program Support Specialists, Data Scientists, Health Scientists, and licensed medical professionals to conduct public health risk assessments, traveler engagement, surveillance, epidemiologic analysis, emergency response coordination, data collection and data management within the Quarantine Activity Reporting System (QARS), and infectious disease consultation services supporting DGMH Port Health operations and the Global Migration Task Force.
