    The Bureau of Prisons (BOP), Federal Correctional Complex (FCC) Terre Haute located at 4700 Bureau Road South, Terre Haute Indiana 47802 intends to procure services for satellite television services and equipment according RFO FAR 12. 201-1(c)(2).

    IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov.

    The services provided will be consistent with industry standards and policies required by the BOP. The services will be monitored by a representative of the FCC Terre Haute Recreation Department.

    This pre-solicitation notice is for the furnishing of all equipment, software, materials, labor, services (including television subscription service(s)), supervision, tools, apparatus, conveyance, permitting (if applicable), technical support, transportation and incidental expenses, necessary to complete the project that provides for the incarcerated population at FCC Terre Haute during the contract period.

    Seeking qualified vendors to upgrade and replace legacy television infrastructure with a new, high-definition (HD) DirecTV system at three (3) separate institutional locations. The selected contractor will be responsible for decommissioning the existing individual DirecTV setups and installing a centralized Technicolor COM3000-LT system at each facility. Each of the three new systems must be fully configured to deliver a 48-channel lineup and must include integrated HD transcoders to support edge transcoding across the facility distribution networks. The scope includes a preliminary site audit, hardware procurement, rack installation, channel programming, and comprehensive system testing; however, building distribution repairs and individual in-room TV tuning are excluded.

    The service MUST be up and running prior to the contract base year starting. These dates are approximate start/end dates. Due to institutional needs the subscription start date can vary due to institutional need by +/- 14 days. The excising service shall remain in place until the official starting date of the new provider. Projected start date of service is September 1,2026.
