    Description

    THIS IS A PRE-SOLICITATION SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.

    The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15BBNF26B00000007 for the award of a firm-fixed-price construction contract for a project entitled Replace Boilers & Controllers at the Federal Correctional Institution (FCI) Pekin, located in Pekin, Illinois. FCI Pekin is a federally owned facility located at 2600 South 2nd Street, Pekin, IL 61554. The project consists of the following:

    It is requested that a project be awarded to replace the original boilers and controls, provide delivery, startup and testing of specific identified boilers.  This project would involve draining the system, removing existing boiler, removing hot water supply and return piping as required, disconnecting existing main power and gas piping, provide and install new Aldrich or like boiler, removing existing expansion tanks and providing and installing new expansion tank, provide and install new hot water supply and return piping as required by installation, provide and install new boiler pump, provide and install new low water cutoffs and safeties, provide and install new flew connections as required, reconnect existing main power wiring and gas piping, and provide startup and testing.  This project would involve delivery of new materials and products requested.  Likewise, startup and testing to include the assurance of communication with the current Siemens systems are accurate and functioning.  All old hardware, tanks, pipes, etc. will be removed from the grounds by contractors.

    The performance period for the project will be 120 calendar days from the issuance of the notice to proceed.

    The estimated magnitude of the project lies between $1,000,000 - $5,000,000.   The magnitude provided is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range.  It merely conveys that the estimate/budget lies somewhere within that range).  The North American Industrial Classification System (NAICS) code applicable to this requirement is 238220 with a corresponding small business size standard of $19.0 million.

    The solicitation will be available approximately January 7, 2026.  The solicitation will be distributed solely through the Contract Opportunity website at https://sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions.     This is a 100 percent small business set-aside.     This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of the contract with subcontractors.
