    INTRODUCTION: The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of the Army Transformation and Training Command (T2COM) Command and Control Future Capability Directorate (C2 FCD) and Capability Program Executive Command, Control, Communications, and Network (CPE C3N), is requesting feedback from industry for Next Generation Command and Control (NGC2). BACKGROUND Ongoing conflicts reveal the criticality of detecting, synthesizing, and exploiting digital signatures on the modern battlefield. These lessons underscore the prevailing viewpoint that data enables decision overmatch. The modern commander must dominate algorithmic warfare. To orchestrate data to the point of need, the NGC2 ecosystem provides commanders and units at echelon with seamless cloud to edge access for application and data services that can leverage any military or commercial transport. The multi-layer technology stack requires novel technical and business approaches to achieve the Warfighting objectives set by the approved requirement, the NGC2 Characteristics of Need (CoN). The NGC2 CoN is regularly updated based on technological observations and lessons learned through experimentation and prototyping, and it is posted to industry here: (https://sam.gov/workspace/contract/opp/fe97ef8ca1694832b18dd33b56ba5dd2/view). REQUESTED INFORMATION: The purpose of this RFI is to solicit industry feedback on a current snapshot of the emerging architecture for the Army’s approach to an extensible multi-layer technology stack to provide a NGC2 ecosystem that supports Army operations for Corps and below. The document includes both illustrations and text descriptions of the emerging architecture, informed by ongoing prototype efforts. The RFI has three focus areas of questions that are in a fillable form (https://forms.osi.apps.mil/r/uuqYdd7hDB), that corresponds to the CUI document, for requested response by 22 Dec 2025. This feedback request focuses on three main areas: Vision for composability in the NGC2 technology stack architecture: The composable and modular stack design is necessitated by the rate of technological change on the battlefield against a peer adversary, and the Army need to procure and deliver iterative, tailored fielding of technical advances that will support heterogenous NGC2 solutions. Industry feedback is desired to identify viable technical and business approaches to realize this vision for a NGC2 composable architecture. Data layer design pattern: The Army is intentionally experimenting with new approaches to collaboratively design NGC2 with industry. Ongoing prototypes have complementary but distinct approaches for the NGC2 architecture that have informed design patterns in the emerging architecture. Industry feedback about trade space among design patterns will augment insights from prototype experimentation based on best-of-breed approaches from the commercial sector. Assessing readiness for deploying software in NGC2 technology stack: NGC2 software deployment aligns with Open Container Initiative (OCI) frameworks and the Modular Open Systems Approach (MOSA). Industry feedback is desired on readiness for deploying additional software solutions in NGC2. Your entity/company’s Data Custodian requester (designated) on block 3A of the DD Form 2345 is the only authorized individual that can download the controlled attachment. Your entity/company is responsible for the protection of the controlled document after the download. If your entity/company is not pre-certified by the JCP, you will need to apply for certification by completing a DD Form 2345 and emailing it to jcp-admin@dla.mil. Detailed information regarding the JCP application procedures is available at the JCP website at https://www.dla.mil/Logistics-Operations/Services/JCP/. The ESI Directorate and the Army Contracting Command (ACC) will not review the JCP application or issue the JCP certification. No exceptions will be made to vendors who are not certified in the JCP for the release of the controlled documents. After the request is submitted, our team will receive an email notification to verify your company’s status in the Joint Certification Program (JCP). During this verification process, our team will check the CAGE code registered in SAM.gov for your company to the associated JCP number. Please note that the CAGE code listed in SAM.gov is the one that will be used for verification, so it’s crucial that this information is accurate. Any information entered into the remarks section will not be considered during this process. After the verification is complete, your request will either be approved or rejected, and you will receive a notification regarding the outcome.
