The Department of Veterans Affairs, Networking Contracting Office (NCO 01) located in Brockton, MA intends to enter into a sole source procurement, pursuant to the authority of FAR 6.302-1, with Russeletric, for the following requirement: STATEMENT OF WORK ATS Repair INTRODUCTION ATS RPTCS Upgrade: Provide control retrofit upgrades for the below listed legacy Russelectric Transfer Switches to the latest Russelectric ATS control package. The following ATS s will be upgraded to RPTCS controls: ATS SN Legacy Model No. ATS Designation 29040-1A/B RTBD6004CEF - Provide RPTCS configuration 5-controller. Configuration 5 controllers to allow for Ethernet or serial communications to the Scada or BMS system if required. All existing ATS accessories to be maintained. The new ATS controls will be prewired and tested to be installed into the existing transfer switch. Provide a new door accessory plate (w keypad) and cables harnesses along with a new relay plate. Provide revised drawings incorporating the previously described modifications. Provide installation services for the breakers and hardware as listed above. Place of Performance: 1400 VFW Parkway, West Roxbury, MA 02132 The NAICS code for this requirement is 811310. The ATS is part of the required Emergency Power System. The VA is required by NFPA 99-Healthcare Facility Code, VA Criteria and by Joint Commission to provide emergency power for critical patient care functions, life safety equipment and critical medical equipment. A failure on the emergency power system has significant negative impact on patient care and medical center operations. In accordance with FAR6.302 1, there is only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. RUSS Electric is the OEM for fifteen automatic transfer switches at the West Roxbury Campus. Russ Electric is the only company that can retrofit the existing equipment with a new controller and maintain the required UL equipment approval. This notice of intent is not a solicitation nor is it a request for proposal. However, interested parties that believe they can satisfy the requirement must clearly identify their capability to do so in writing by November 25, 2025 at 12 pm EST time. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
