    1. Introduction The U.S. Department of State through American Embassy Jakarta intends to issue a solicitation for Law Enforcement Training Support Services in Indonesia. This requirement will be solicited as a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) task orders. The total contract ceiling is not to exceed USD 350,000 over a three-year ordering period. 2. Requirement Overview The Contractor shall provide comprehensive support services for ATA training events in Indonesia. Services include, but are not limited to: Secure training facilities and associated equipment On-site event coordination and logistical support Simultaneous or consecutive interpretation services and translation equipment Lodging and meals for participants and instructors Transportation coordination Business center and printing services Group photography and documentation Administrative and post-course reporting Training events typically last one to two weeks, with approximately 12–25 students, up to 10 instructors/staff, and several observers per event. Multiple training iterations are anticipated during the contract period. 3. Key Requirements Secure Training Facility: Controlled access, main classroom (min. 30 persons), breakout rooms, scenario exercise space, 30 computer terminals, reliable Wi-Fi (min. 30 Mbps), audiovisual capability, and compliance with FAR 52.204-21. Coordination with Indonesian Authorities: Ability to liaise with the Indonesian National Police (INP) and other relevant agencies for logistics and student coordination. Interpretation Services: Professional interpreters (English/Indonesian), law enforcement terminology proficiency, interpretation equipment, and non-disclosure agreements. Lodging and Meals: Double occupancy for students, single occupancy for instructors, secure rooms, three meals per day, and dietary accommodations. Transportation: Coordination for arrivals/departures, daily transfers, and off-site training. Business Center, Photography, and Administrative Support: Printing, group photos, event management, and after-action reporting. 4. Evaluation Criteria Award will be made using the Lowest Price Technically Acceptable (LPTA) methodology. Proposals must be technically acceptable, demonstrate acceptable past performance, and offer the lowest total evaluated price. No tradeoffs will be conducted. 7. The Government anticipates release of the solicitation on or about the second week of December 2025 via SAM.gov.
