    This is a PRE-SOLICITATION NOTICE. This notice is NOT a Request for Quotes (RFQ), Request for Proposals (RFP) or an Invitation for Bids (IFB). This notice is posted for informational and planning purposes only. The Government intends to post a solicitation in the near future for Miter Gate Strut Arm Assemblies, to be used by the Government to overhaul miter gates for Mississippi River locks. This notice does not obligate the U.S. Government to take any contractual action, including issuing a solicitation. This notice is intended to allow interested parties to prepare.     The U.S. Army Corps of Engineers - St. Paul District requires a contractor to fabricate and deliver four (4) Miter Gate Strut Arm Assemblies, with an Option for four (4) additional assemblies, exercisable at the time of contract award. The strut arm assemblies are 18 ft 4 inches in length, fabricated from various grades of steel. Fabricator must have one of the following AISC certifications: IBR: Certified Bridge Fabricator - Intermediate with critical fracture endorsement; ABR: Certified Bridge Fabricator - Advanced with fracture critical endorsement; or HYD: Certified Hydraulic Steel Structures Fabricator (includes fracture critical endorsement). Fabricator must also be certified under the AISC Quality Certification Program with an endorsement for applying sophisticated paint systems (SPS) in Category P1, P2, or P3. The contract will involve extensive QC and QA testing for the casting, machining and painting. Strut arm assemblies will be delivered to the USACE Fountain City, WI Service Base no later than 1 July 2027. The solicitation is 100% set-aside for Small Businesses under NAICS 332312, with an SBA size standard of 500 employees. Firms must be fully registered in the System for Award Management (SAM) to be eligible to receive Federal Government contracts.
