Purpose
This is a pre-solicitation Screening Information Request (SIR) notice for the FAA’s VoICE over IP Communication Enterprise (VoICE) Ground-to-Ground Protocol Converter (GPC) System. This notice advises industry of the FAAs intent to issue a competitive, unrestricted SIR in accordance with AMS Procurement Guidance T3.2.2.3, Complex Source Selection.
This notice serves the following purposes:

Industry feedback will be considered in the preparation of formal solicitations. Draft SIR Comments and FAA responses will be posted on the SAM website. No comments, questions, or inquiries shall be made to any Government person other than the point of contact identified below.

The email subject line must state the SAM.gov Notice ID followed by the company name. Responses must be submitted only in electronic format. Responses must be submitted using the attached Industry Comment Form (Excel file). Telephone calls or paper submissions will not be accepted. Any proprietary or confidential information contained in the submissions must be appropriately marked.
All submissions in response to this notice must be received no later than October 15, 2024, by 3:00 PM EDT. Submissions prior to October 15, 2024, will be accepted.

Responses will be reviewed by U.S. Government employees and a limited number of FAA support contractors working under non-disclosure agreements.
All costs associated with the preparation or submission of responses is the responsibility of the potential source. The U.S. Government will not pay for an information received or costs incurred in preparing the response to the market survey. Any cost associated with the market survey submission, therefore, is solely at the interested contractor’s expense.
