NOTICE OF INTENT TO SOLE SOURCE: DOVER DELEWARE FAMILY MEMBER UPDATE

 THIS IS NOT A REQUEST FOR QUOTE —

 In accordance with RFO FAR 5.101, this is a notification of a proposed sole-source contract action to Attento, LLC (DBA Royal Prime Events NAICS: HBZSKFXF9YQ4 CAGE: 16AX5). Washington Headquarter Services (WHS) intends to solicit and award on a sole source basis under the authority of RFO FAR 12.102(a) to Attento LLC. This procurement is being conducted under Simplified Acquisition Procedures (SAP) – only one responsible source and no other supplies or services will satisfy agency requirements. The event will occur for one day, on Saturday September 12, 2026. Due to being located within 5 miles of Dover, Delaware and having meeting rooms available, it was determined that Attento, LLC would be best to fulfill the requirement.

All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than (NLT) 1:00PM ET on Friday, 31 July 2026.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The primary North American Industry Classification System (NAICS) code is 72110– Hotels (except Casino Hotels) and Motels.          

The notice of intent is NOT a Request for Quotation (RFQ) for competitive quotes. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to william.p.relyea.civ@mail.mil and Jeanelle.joseph.civ@mail.mil. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.
