The Missile Defense Agency (MDA) intends to award a sole source contract extension to Network Management Resources, Inc. This notice is for informational purposes only. MDA requires these multiple support services in order to support the global Ballistic Missile Defense System mission.
Based on currently available information and ongoing market research, MDA anticipates that NMR is the only source capable of providing these services without unacceptable delays and substantial duplication of costs that are not expected to be recovered through competition. The Government intends to issue a sole source contract extension to NMR under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The anticipated period of performance for this effort is 9-months, with five 3-month option periods.
This notice is intended to meet the requirements of FAR Subpart 5.2. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, which shall be considered by the agency. Such information must be received within 15 days from date of posting. A determination by the Government not to compete this requirement based upon responses received is solely at the discretion of the Government. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice.
Description of the Requirement:
This action will extend the existing contract, which is required as a result of a strategic pause and soon after cancellation issued from the MDA Director for the follow on contract Communications Management & Enterprise Technology Services (CoMETS). The cancellation was due to recently issued Executive Orders (Executive Order 14222 Department of Government Efficiency Cost Efficiency Initiative, 14275 Restoring Common Sense to Federal Procurement, 14265 Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base, and 14240 Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement along with further Secretary of Defense guidance aimed at improving acquisitions, specifically IT procurements, within the Department of Defense.
MDA requires a mechanism for uninterrupted critical technical services required by MDA functional organizations. MDA requires global classified and unclassified VTC services, collaboration services, customer-facing business application services, and end user training. These services enable a critical infrastructure capability for MDA supporting a centralized, cost-effective program for executive decision analysis, performance assessment, agency collaborative management, and rapid unified reporting to the President, Secretary of Defense, and Combatant Commanders. The Unified Communications Services on RECS support the collaboration of current Missile Defense activities. Also included are non-mission essential communication services, such as Internet Protocol Television deployed for the workforce.
