NOTICE OF INTENT TO SOLE SOURCE TO GENERAL DYNAMICS MISSION SYSTEMS. This notice is being published in accordance with Federal Acquisition Regular (FAR) Part 5.1 and 5.2. This is a notice of intent to award a sole source contract using FAR Part 13, Simplified Acquisition Procedures. This is not a request for competitive quotes/proposals. The statutory authority for this notice is 10 U.S.C. 2304(c)(1) set forth in FAR 6.302-1, only one responsible source and no other supplies will satisfy agency requirements.

Supervisor of Shipbuilding Overhaul & Repair, Groton, CT (SSGR) intends to award a firm fixed price contract to General Dynamics Mission Systems, 8201 E McDowell Road, Scottsdale, AZ 85257-3812, for the procurement of Sectéra vIPer Universal Secure Phone equipment, specifically (1) DTD Fill Cable for SWT, vIPer, (1) SW Update Cable for SWT & vIPer, and (3) US National Sectéra vIPer Universal Secure Phone Fiber Capable Upgrade (with PSTN Connect) with PTT Handset. All responsible sources may submit a capability statement clearly demonstrating the ability to furnish the requested supply, before 07:00AM EST 5 SEPT 25, which may be considered by the Agency for a future procurement. Responses to this notice shall be electronically submitted to Kyle Berg at kyle.r.berg3.civ@us.navy.mil @us.navy.mil and Stephanie Neale at stephanie.l.neale.civ@us.navy.mil. The Government will not pay for any information received.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This special notice is being issued for informational purposes only. The Justification & Approval for sole source is attached.
