RFI -TACTICAL CONTAMINATION MITIGATION SYSTEM (TCMS) APPLICATOR

SYNOPSIS:

This Sources Sought Announcement is to assist the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection (JPM CBRN P) to identify potential sources to provide an applicator spray system in support of Service tactical and operational decontamination operations. 

This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a Market Research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. Further, unsolicited proposals will not be accepted. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. All submissions become Government property and will not be returned.  

If a vendor believes that their current portfolio does not meet this need but would be interested in making JPM CBRN P aware of their technologies or capabilities, the vendor is encouraged to submit their company information via a web-based software application called the Joint Enterprise Technology Tool (JETT) to connect your company to the appropriate Government Point of Contact (POC). Vendors may submit company or product information directly to the Government via JETT at any time whether or not they respond to the RFI: https://jacks.jpeocbrnd.army.mil/JETT.

Tactical Contamination Mitigation System (TCMS) Description:

The Capability Program Executive for Chemical, Biological, Radiological and Nuclear (CBRN) Defense and JPM CBRN P are seeking better knowledge and understanding of Commercial Off-the-Shelf (COTS) capabilities regarding tactical applicator/spray systems.

The TCMS will provide applicator/spray system technologies to equip individual Marines, vehicle crews, and specialized CBRN teams to rapidly apply fielded decontaminants, such as Joint General Purpose Decontaminant (JGPD)-M333, to individual weapons, crew-served weapons, and vehicles. This set of capabilities ensures the forces sustain operational tempo in forward, contested chemical and biological environments without being withdrawn from the fight.

The TCMS will fulfill three mission capabilities as defined below:

• TCMS-Protection Dismounted shall weigh less than 15 lbs., have the ability to cover at least 10 m2, be able to be set-up and employed by a single operator within 15 minutes.
• TCMS-Protection Mounted shall weigh less than 45 lbs., have the ability to cover at least 40 m2, be able to be set-up and employed by a single operator within 15 minutes.
• TCMS-Response shall weigh less than 105 lbs., have the ability to cover at least 80 m2, be able to be set-up and employed by no more than two (2) operators wearing individual protective equipment within 20 minutes.

The decontaminant that will be used with the applicator/spray system will weigh ~9.2lbs. per gallon.  Weight considerations are based on whether the system will contain the decontaminant in a tank that is carried or worn by the person.  If the system can draw the decontaminant from an external source, the weight of the decontaminant will not be calculated as part of the total weight of the system. The TCMS-Protection (Dismounted and Mounted) shall be a self-contained, expendable or field-replaceable energy source that does not require external power, fueling, or specialized charging equipment.  The TCMS-Response shall share the power requirements as the TCMS-Protection assets with an optional capability to operate using National Alliance Treaty Organization receptacle power sources.  It should be noted that all systems will be operated while wearing Mission Oriented Protective Posture IV gear.

The TCMS system(s) will have the following characteristics/parameters:

• The TCMS system shall be capable of spraying liquid decontaminants (i.e. Joint General Purpose Decontaminant – M333) and water.
• The TCMS-Protection Mounted and TCMS-Response systems shall be able to apply decontaminants to horizontal surfaces (including vehicle roof and undercarriage) and vertical surfaces from ground level to reach a minimum height of 9’6” while the operator remains on the ground and is standing next to the decontamination target.
• The system shall be constructed of materials which do not deteriorate, swell, distort or render them non-functional when exposed to decontaminants.
• The system shall be capable of being stored in temperature ranges of Basic Cold (-28°F/-33°C) to Hot Dry (160°F/71°C) per Military Standard-810 (MIL-STD).
• If the system has a tank, it shall have the ability to determine the level of the decontaminant that is in the tank.
• The system shall have nozzles with various spray angles to apply the decontaminant.
• The system shall not have any sharp edges or items that can puncture or tear individual protective equipment.
• The system shall provide a single, reusable containment solution (such as a ruggedized bag or case) that securely consolidates the entire system and all ancillary components, ensuring rapid deployment and preventing the loss of loose items once unpacked.

The TCMS system(s) are preferred (yet not an absolute requirement) to have the following characteristics:

• The system would be preferred to have quick disconnect features for hoses, nozzles, spray wands, etc.
• The system would be preferred to have or include extendable spray wands.
• The TCMS-Response would be preferred to operate at a flowrate of at least three gallons per minute and a maximum of 300 psi, with the ability to adjust the psi settings (i.e. 50 & 150 psi).
• It would be preferred that the materiel solution for the TCMS-Protection Mounted and TCMS-Response be the same system.

Questions shall NOT contain proprietary or classified information. An unattributed list of questions and answers will be published at the same web location of this Sources Sought Announcement. 

Responses: Vendors who believe they have a materiel solution to meet any one (1) or all three (3) or if there is a materiel solution that can satisfy more than one of the capabilities defined above (i.e. TCMS-Protection Mounted and TCMS-Response can be a single solution) are requested to submit a short summary, and to the email addresses noted below (no more than 10 pages total per submittal).   

The summary will need to include the following general information about the respondent: 

• Company name and address 
• POC with phone number 
• Product Name 
• Estimated unit cost 

Specific information requested on each of the products or technologies includes: 

• Description of the system with pictures or drawings; defining which capability(ies) being satisfied
• Description of system/technology scalability
• Total weight and cubic size of proposed item’s shipping configuration(s)
• Spray parameters and pump mechanism
• Dimensions of system in operational configuration
• Equipment list and user manual/instructions
• Any specialized tools required to operate or set-up system
• Description of power requirements
• Number of personnel required to set up and operate  
• Operating temperatures and/or environmental restrictions
• Identify if the system is being used by commercial industry and/or Government, provide names and/or examples of users
• Any data rights assertions/anticipated assertions
• Any factors that will significantly impact costs
• If there are any known significant lead times for systems/materials

It is requested that vendors having COTS systems believed to be suitable as described herein, submit electronic copies of their responses and any available product data sheets, related brochures, descriptions, price lists, Technical/Operator Manual(s), associated Safety Data Sheets, or other documentation as available and deemed appropriate. There is a 10-page limit on submissions excluding supporting documentation. 

Respondents may submit multiple TCMS applicator/spray system candidates but should clearly identify the advantages/disadvantages of each.   

Response Due Date: Respondents are requested to provide information by COB 22 June 2026.
