    08/27/2025 - Amendment 0001 - Please see the attached revised Statement of Work adding the following change: All Tires must have a speed rating of “N”.  The quote due date and time have also been extended as follows: Quotes Due: Offerors must submit their required information not later than 3:00 PM ET on Tuesday, September 2, 2025

    The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) has a requirement for a vendor to provide all the necessary Goodyear tires, valve stems, and labor for installation to include the dis-mounting and mounting and balancing of all tires for the Denton MERS Fleet in accordance with the attached Statement of Work and Price List. All items must be new.  The contractor shall provide Brand Name Only Goodyear items listed in the attached Statement of Work.  

    All work will be performed on site at the FEMA facility in Denton TX, to include delivery of all new Goodyear tires and the transportation of the old tires for appropriate disposal or recycling.  
    Vendor will also provide any necessary tire tubes and related accessories, and a means of balancing all tires on site at the FEMA facility in Denton, TX.

    Offerors must use the attached price list or include all items listed in the price list in their quote. 

    All offerors must include their UEI # in their response and must possess an active SAM registration at the time of quote submission.

    Instructions to Offerors 

    1. To ensure timely evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, independent, and respond directly to the requirements of this solicitation. 
    2. The contractor agrees to hold pricing for 30 calendar days from the date specified for receipt of quotes. 
    3. Offeror must have an active System for Award Management (SAM) registration by closing date of the solicitation. 
    4. The Government intends on awarding a single firm fixed price contract as a result of this solicitation. 
    5. Submission: The contractor will complete and submit the following in order to be considered for award: 
    a.     The Government requests that Sellers bid the Goodyear Brand Name Only of listed part numbers provided (exact make, model, part number and/or description). Please direct any questions to the Buyer email below; 
    b.     Offeror must submit a detailed itemized quote, which shall include: Business Name; Address; Phone Number; Point of Contact: Email Address; UEI Number. The quote shall indicate its technical compliance, and understanding of the requirements set forth in the Statement of Work. 

    As a result of this solicitation the Government intends on awarding a firm fixed price contract to the responsible offeror whose offer conforms to the solicitation and has been considered most advantageous to the Government based on lowest price technically acceptable. The following factors shall be used to evaluate offers: 

    a.     Technical compliance of the requested items; 
    b.     Pricing Schedule; the Government will award a contract to the offeror who submits the lowest price that has been determined fair and reasonable in addition to providing all technically acceptable requested documents listed in Submission; 

    Basis for Award 

    The Government intends to select for award the one responsible quote which conforms to the Bidding Requirements and solicitation, proposes a price that is fair and reasonable, and provides the Lowest Priced, Technically Acceptable (LPTA) quote meeting the specifications of the requirement. If the lowest priced quote is not found to be Technically Acceptable, the government will evaluate the next lowest priced quote, and so on. Quotes determined to be incomplete, unreasonable, or unrealistic will not be considered for award.
