    Title: Service Agreement for Leica Stellaris DIVE Confocal Multiphoton Microscope

    1. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

    2. Solicitation Number: 75N98026Q00341. This solicitation is issued as a competitive combined synopsis/solicitation for commercial services. The Government intends to award a firm‑fixed‑price purchase order using full and open competition.

    This acquisition is conducted under FAR 12.603 – Streamlined Solicitation for Commercial Products and Commercial Services, and is not expected to exceed the simplified acquisition threshold (if applicable).

    The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, seeks to award a firm-fixed price commercial services contract to the responsible offeror whose proposal represents the best value to the Government.

    5. DESCRIPTION OF REQUIREMENT

    The National Institute of Allergy and Infectious Diseases (NIAID), Division of Intramural Research (DIR), requires brand‑name or equal maintenance and repair services for a Leica Stellaris DIVE Confocal Multiphoton Microscope, Serial #8300000659, located at Rocky Mountain Laboratories for a period of one year.The microscope is in constant use and essential to DIR’s mission to study immunologic, allergic, and infectious diseases.The service agreement must maintain the instrument in optimal operating condition to avoid research disruption.

    Required Services (Brand‑Name or Equal):

    Offerors must provide a service agreement that includes at minimum:

    • One (1) annual preventative maintenance visit including all labor and travel at no additional cost.
    • Unlimited on‑site repairs including labor, travel, and replacement of parts, components, or modules.
    • Only genuine Leica OEM parts may be used.
    • All services must be performed by Leica OEM technicians or Leica‑certified OEM field service engineers.
    • Prioritized on‑site response time for critical repairs.
    • Unlimited access to technical support during standard Leica support hours (Mon–Fri, 8:00 a.m.–5:00 p.m. MT).
    • Two‑hour telephone callback time.
    • Unlimited remote monitoring/diagnostic support (e.g., RemoteCare or equivalent).
    • Firmware and software updates when available.

    6.  REPORTING REQUIREMENT AND DELIVERABLES – Technical support and remedial repair of equipment as needed, and an annual preventative maintenance service visit.

    7.  INSPECTION AND ACCEPTANCE:

    1. All work will be inspected and approved by the lab chief or designated staff members at the completion of any repairs and at the completion of the annual maintenance.
    2. All work will be completed in accordance with industry standards.
