ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a quantity of 200 PCI Mezzanine Cards (PMC) Part Number RRT-SPL2498-1 with an option to be executed within two (2) years of the award for an additional quantity of 200 of the PCI Mezzanine Cards Part Number RRT-SPL2498-1.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Red Rock Technologies, Inc. out of Tempe, Arizona, cage code 00CP6, under the authority of FAR 12.201-1 for commercial products. This is being solicited on a sole source only basis because these PMC cards are a critical component within the AN/SPS-73 radar system and are being used to sustain legacy systems and fulfill CASREP requirements.  The new PMC cards are part of a legacy circuit card assembly that is being replaced by a new design. The new design is using the same PMC card as the legacy design in order to expedite qualification. Red Rock Technologies Inc is the Original Equipment Manufacturer (OEM) of these PMC cards.  The OEM cards have gone through an intense qualification and testing program to ensure compatibility with the AN/SPS-73 system.  Supplementing the supply with another vendor’s product would cost the Government approximately two years and roughly $1,000,000 to select or design a compatible replacement.  These costs would not be recovered in competitive action.

The procurement specialist is requesting a Dissolution of the Total Small Business Set-Aside in order to issue a Sole Source, Commercial Request for Quotes utilizing PSC 5998 for electrical and electronic assemblies, boards, cards, and associated hardware and NAICS 334112 for computer storage device manufacturing.  All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR 12.201-1 as a written Firm Fixed Priced Request for Quotes.  Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N0016426Q0087 is hereby issued as an attachment hereto. 

All changes to the requirement that occur prior to the closing date will be posted to Contract Opportunities on https://sam.gov/.  It is the responsibility of interested vendors to monitor https://sam.gov/ for any amendments, which may be issued to this solicitation. 

For changes made after the closing date, only those offerors that provide a quote will be provided any changes/amendments and considered for future discussions and/or award.
