This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 (effective 1 October 2025) and DFARS Publication Notice 20251110 (effective 10 November 2025). The NAICS code is 722310 (Food Service Contractors) and the Small Business Standard is $47.0 (millions of dollars). The proposed requirement is for food and beverage catering at the United States Naval Academy (USNA) in Annapolis, Maryland for which the Government intends to solicit and award a Firm-Fixed-Price (FFP) purchase order to the quoter that is most advantageous to the Government. This requirement will be solicited on a sole source basis with Naval Academy Business Services Division.

This notice of intent is not a request for competitive quotes. However, interested persons may identify their interest and capability to respond to the requirement or submit quotes. All bids, proposals, or quotations received by the closing response date will be considered by the Government.

Questions regarding this solicitation shall be submitted to Mr. Cody Witz at cody.s.witz.civ@us.navy.mil no later than 09:00 PM EST 21 January 2026. Quotes shall be submitted to Mr. Cody Witz at cody.s.witz.civ@us.navy.mil no later than 10:00 AM EST 22 January 2026. Quote submissions received after the stated submission deadline may not be considered for award. 

A determination has been made by the Government to award this proposed effort on a sole source basis to Naval Academy Business Services Division. This determination is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Procedures in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation of Commercial Items and FAR Part 13, Simplified Acquisition Procedures are applicable to this procurement.

All quotes shall include price(s) showing any and all materials and labor, FOB destination, a point of contact, name and phone number, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables for the period of performance specified above. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
