This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal (RFP) or Invitation for Bid (IFB). This notice does not constitute a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in this matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up requests.

The Air Force Test Center Contracting Directorate (AFTC/PZZF), Edwards Air Force Base, CA, intends to issue a sole source, Firm-Fixed-Price (FFP) contract under the authority of FAR 13.106-1(b)(1)(i) and DAFFARS 5313.501 to:

 Description of Requirement:

This acquisition is for one (1) OMEGA NExT Professional Software License Bundle, which includes real-time IRIG 106-24, Chapter 7 telemetry decommutation capability. This software is required to interface with and decode telemetry streams using the Government’s existing TTC DBS-140 USB-based hardware infrastructure.

 Justification:

This action is being pursued as a sole source in accordance with FAR 13.106-1(b)(1)(i) – Only one responsible source and no other supplies or services will satisfy agency requirements. Market research confirmed no alternate source can provide a portable, vendor-agnostic solution compatible with the TTC DBS-140 USB interface. A redacted Justification for Other Than Full and Open Competition (FOEJ) is attached to the contract file.

 Responses:

This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to meet this requirement by submitting a capability statement to the points of contact below no later than Close of Business (COB) on 08 September 2025. Responses must include:

• Detailed technical capabilities and evidence of TTC DBS-140 USB interface compatibility
• Completed representations and certifications under FAR 52.212-3
• Delivery capability (30 days ARO)
• Any applicable commercial terms, conditions, or license restrictions

Late responses will not be considered.

 OMBUDSMAN NOTICE:

An Ombudsman has been appointed to address concerns from interested parties. Before consulting the Ombudsman, interested parties must first address their concerns with the Contracting Officer.
