Naval Surface Warfare Center Indian Head Division (NSWC IHD), intends to award a firm fixed price contract on a noncompetitive basis to the College of Southern Maryland (CAGE: 1RNV4).
Training and Education Facilities Requirements:
a.) Background: The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) provides a variety of training and professional development opportunities to the technical and support workforce. The NSWC IHD also collaborates with academia and industry partners to provide and expand engineering, research, development and test and evaluation capabilities.
This procurement is for the rental of various size rooms, which will allow NSWC IHD to exponentially expand the ability to conduct the following types of events:
Workforce development/leadership/technical training classes
All-Hands meetings
Technical conferences/briefings/demonstrations
War games
Symposiums
Innovation activities/workshops
Technology transfer initiatives
Student Science, Technology, Engineering and Mathematics (STEM) activities (e.g., robotics, student outreach, etc.)
Unclassified meetings/briefings/demonstrations
Unclassified video teleconferencing
Unclassified telephonic conferencing
Other events such as award ceremonies and health benefits fair
This procurement also includes fully equipped collaboration spaces.
b.) Facility Requirements
The scope of services being purchased primarily consist of the provisioning and operation of a training, meeting and education facility within a ten (10) mile radius of NSWC IHD complete with the following:
a) Furnished classrooms
b) Makers/collaboration space
c) Auditorium style area to accommodate up to 250 personnel
d) Parking for a minimum of 175 automobiles (to include buses and small vans for carpooling)
e) Common area(s) equipped with options to store and prepare food (refrigerator and microwave)
Additional Facility and Service Requirements are in the attached Statement of Work.
The North American Industry Classification System (NAICS) for this requirement is 611210. The FSC code is X1AB. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C 2304 (C)(1).
This Notice of intent is not a request for quotes. Interested parties may identify their interests and capability to respond to this requirement by June 06 2025 by 10 AM (EDT). Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be solely considered solely for the purpose of determining whether or not to conduct a competitive procurement. The determination not to compete this proposed contract action is solely within the discretion of the Government. The government will not be responsible for any costs incurred by responding to this notice.
Responses to this electronic notice must be made by June 06 2025 by 10 AM (EDT). Interested vendors must be registered in the System for Award Management (SAM) at http://www.sam.gov/portal/public/SAM. Oral communications are not acceptable in response to this notice.
